Jingzhou Launches Critical Illness Insurance for Urban & Rural Residents

Jingzhou has recently launched the Trial Plan for Implementation of Critical Illness Insurance for Urban and Rural Residents. According to the Plan, relevant municipal departments have launched critical illness insurance for urban and rural residents throughout the city, covering all persons involved in medical insurance for urban residents and the new rural cooperative medical system (NCMS) in the city. According to sources, medical insurance for urban residents and NCMS critical illness insurance are subject to overall municipal planning. After reimbursement of basic medical insurance for insured persons, the proportion of high medical costs actually paid by individuals above the deductible standard of critical illness insurance will decrease substantially.
According to sources, the deductible standard of critical illness insurance for urban and rural residents is 8,000 yuan. With the amount of 8,000 yuan deducted, 50 percent of medical costs ranging from 8,000 yuan to 30,000 yuan (including 30,000 yuan), 60 percent of medical costs ranging from 30,000 yuan to 50,000 yuan (including 50,000 yuan) and 70 percent of medical costs of over 50,000 yuan paid by individuals may be reimbursed in 2013. When the cumulative amount of medical costs paid by individuals involved in critical illness insurance is calculated, the amount of medical aid enjoyed by poverty-stricken patients in the year shall not be deducted.
The standard of the fund raised for critical illness insurance for urban residents in 2013 is 20 yuan per person a year, which shall be drawn from the medical insurance fund for urban residents,and will not increase the burden of the insured. The standard will be adjusted duly in light of actualities. Premium income from critical illness insurance underwritten by commercial insurance institutions shall be exempt from business tax in accordance with the existing regulations.
According to a person in charge of the Jingzhou Municipal Bureau of Finance, with the development of the economy and society and the rise in the level of fund raising for medical insurance for urban residents and NCMS, Jingzhou will further raise the level of critical illness insurance cover to significantly reduce medical costs paid by urban and rural residents.
