Jingzhou: Sailing to a Brighter Future along the Golden Waterway

Recently, the National Development and Reform Commission (NDRC), together with the Ministry of Transport, held the Mobilization Meeting for Drafting the Guiding Opinions on Building a New Economic Support Belt by Relying on the Yangtze River, which centered on the “Four Strategic Orientations” and “Four Innovative Development Thoughts” in respect of the development and opening-up of the Yangtze River Economic Belt.
The “Corridor along the Yangtze River” has always been a principal axis in the land development of China. As early as 1990, China issued the Outline of the National Overall Planning on Land Use, specifying the coastal regions and the regions along the Yangtze River and the Yellow River as the main development axles in China’s productivity layout.
In the new context of promoting the coordinated regional development and expanding domestic demand, the Central Party Committee and the State Council have attached great importance to the development and opening-up of the Yangtze River Basin, in a hope to promote the coordinated development of the eastern, middle and western regions by virtue of the Yangtze River and expand China’s economic development space, to form a new updated economic support belt of China. Chairman Xi Jinping pointed out during his visit to Hubei on July 21, 2013, “the Yangtze River Basin should strengthen the cooperation and give full play to the shipping role of the inland rivers to build the whole basin into a golden waterway”. Primer Li Keqiang gave written instructions on a report submitted by the NDRC on September 21, 2013, “Priority is given to the development of coastal regions and regions along the Yangtze River, followed by the inland regions in a gradient manner. This is a key law for regional economic development. Relevant departments should earnestly implement it and give guiding opinions through deep-going investigations and surveys. Yangtze River is a golden waterway that runs from west to east. We should rely on it to drive the development of hinterland at the middle and upper reaches of the Yangtze River, and promote the transfer of coastal industries to the central and western regions, building a new economic support belt of China.”
Early in the 1980s, Hubei launched the development and opening-up strategy of the Yangtze River Economic Belt of Hubei Province. In 2009, it launched the strategy on accelerating a new round of development and opening-up of the Yangtze River Economic Belt of Hubei Province. Now, facing the opportunities provided by the development and opening-up strategy of the golden waterway Yangtze River launched by the state, Hubei should seize them to make great achievements on a higher level.
First, determining the regions along the stem stream of the Yangtze River and along the Han River as the main development axle. The region along the stem stream of the Yangtze River is the “heartland” that runs through the eastern, central and western Hubei, while the region along the Han River is the “hinterland” of the region along the Yangtze River and also the “heartland” that runs through the northwestern Hubei. Efforts should be made to actively boost the development and opening-up of the Yangtze River Economic Belt and Han River Economic Belt, to realize the cooperative and joint development.
Second, optimizing optimize the space layout. Hubei should launch the planning of functional areas along the rivers as soon as possible, to guarantee the quality of the eco-environment along the rivers. It also should actively promote the construction of Yichang – Jingzhou - Jingmen Urban Agglomeration and Xiangyang – Shiyan - Suizhou Urban Agglomeration while continuing building the Wuhan City Circle and boost the construction of a batch of central cities, middle and small cities and key towns through new urbanization, to promote the urbanization level and quality of Hubei. In addition, it should actively participate in the construction of urban agglomeration at the middle reaches of the Yangtze River to expand the space of Hubei’s economic development.
Third, reinforcing the construction of comprehensive transportation system. Centered on the construction of Yichang Port, Jingzhou Port, Wuhan New Port, Huanggang Port, Huangshi Port and Xiangyang Port, we should build a port group in Hubei along the Yangtze River and Han River to strengthen the planning and construction of port economic areas. Centered on the construction of Yichang Shanxia Airport, Shashi Airport, Tianmen Airport, Wuhan Airport and Xiangyang Airport, we should build an airport group in Hubei along the Yangtze River and Han River to strengthen the planning and construction of airport economic area. Centered on the construction of riverside railway, inter-city railway/inter-city trunk line and Jingzhou—Yueyang Railway, we should establish a railway transportation network in Hubei to improve railway transportation junction status of key cities including Wuhan, Xiangyang, Yichang and Jingzhou.
Forth, facilitating the industrial transformation and upgrading. Wuhan should propel the green ecological corridor construction along the Yangtze River and Han River in the principle of green development, low carbon development and cyclic development. Besides, it’s suggested to build a modern industrial system in accordance with the framework of modern agriculture, advanced manufacturing industry, strategic emerging industry and modern service industry to actively strive for national policy platforms, such as the national new industrialized base, cyclic economy pilot, service industrial comprehensive pilot and of service industrial standardized pilot. It’s indispensable to make full use of the policy platform of Jingzhou’s undertaking industrial transfer demonstration area to sequentially carry on the industrial transformation in the eastern coast. During the transformation, we should “enlarge increment” and “optimize inventory”.
Fifth, scheming a batch of key support projects themed on the comprehensive transportation system, such as the comprehensive river regulation engineering project in the stem streams of the Yangtze River and Han River, the Three Gorges portage and transfer facility construction project, construction project of ports, railways, airports and roads, energy delivery passages (construction project of north-to-south coal transfer passage and natural gas pipeline), and riverside modern logistics facility construction project.
