'Nesting to Attract Phoenixes'—Jingzhou attracts talents to build a 'Special Zone of Talents' in cen

 Doctorial Innovation Park, Post-Doctorial Industrial Base, Overseas Returnees Innovation Park etc. are emerging with developmental vigor all over Jingzhou Ancient City, gathering a large number of well-educated and highly-competent talents here.
In recent years, Jingzhou City of Hubei Province has spared no effort to implement the strategy of “reinvigorating the city through human source development”, giving full play to the role of key industries and trades gathering various talents, and building the platforms to introduce, gather and cultivate talents. Thus, high-level talents’ rate of contribution to economic society has increased gradually.
Attract talents to build a “special zone of talents” in central China
Walking into Hubei Nengte Science & Technology Co., Ltd., we are attracted by the bustling scene in the new workshops. Beside the production line, a lot of workers are busy with various production operations attentively.
It’s difficult to imagine that it was a company on the verge of bankruptcy 3 years ago. According to Dr. Cai Dongwei, General Manager of the company and member of the China’s “Recruitment Program of Global Experts”, at the very beginning, the company’s several partners were only good at technology, but knew little about management, causing the company could hardly step forward, fortunately, Jingzhou Municipal CPC Committee and Government gave them “a helpful hand” in time, not only offering 5 million yuan as subsidy to support their pioneering programs, but also bringing in operating management personnel to cooperate with scientists, therefore helping solve many problems in the development of the company.
At present, the economic benefit of Nengte is in geometric growth. In 2011, its tax revenue was 10,000,000 yuan. In 2012, its tax revenue was 40,000,000 yuan. And in 2013, its tax revenue is predicted to exceed 60,000,000 yuan.
It’s an epitome of Jingzhou City paying great attention to the development of human resources and the improvement of talent training development. In recent years, Jingzhou City has come up with a series of political measures successively, including Implementation Opinions of Institutions Directly under Jingzhou Municipal Government on Introducing High-Level Talents, Urgently-demanded and Professional Talents and Talents for Special Posts, Opinions on Serving “Waist-Building Project” and Providing Talent Support for Jingzhou’s Revitalization and Implementation Opinions of Jingzhou City on Introducing High-Level Talents Including Doctors. It has reinforced the talent introduction and training, promoted the innovation of institution and mechanism, and made all efforts to build a “special zone of talents”.
In 2010, Jingzhou City insisted on driving an all-round development with breakthroughs made in key areas. First of all, it selected 10 enterprises and public institutions with comparatively more talents and representative talent environment as high-level talent innovation bases to carry out pilot work. Each pilot unit emphasized on policy innovation and strengthened support, thus, attracting and gathering a lot of high-level talents. Up to now, the 20 enterprises in the second group have started officially.
At the same times, Jingzhou City has also paid attention to building talent platforms. It has actively endeavored to win support of relevant policies to strengthen the construction of innovation bases and scientific research platforms. At present, “Jingzhou Overseas Returnees Innovation Park, Hubei”, “Jingzhou Doctorial Innovation Park”, 7 “Post-Doctorial Scientific Research Stations and Doctorial Industrial Bases” and 6 “Workstations for Academicians and Experts” have been completed.
Cooperate between universities and the local place to give “intellectual support” to Waist Building Project
“Jingzhou is faced with many opportunities, and the urban construction is in continuous development and expansion.” In recent 2 years, 54 doctorial candidates from 13 departments of Tsinghua University, including Science, Engineering, Art, Law and Medicine, came to Jingzhou to carry out social practice. Members of the practicing team spoke highly of Jingzhou’s development.
In order to further facilitate the close combination of scientific and educational resources with practical productive forces and solve problems about talent service, Jingzhou City has paid special attention to strengthening the cooperation with universities and colleges to bring in intellectual resources.
In 2012, a comprehensive talent cooperation agreement was signed by and between Jingzhou Municipal CPC Committee and Government and Tsinghua University. According to the agreement, Tsinghua University may select excellent graduates with doctor’s degree or young teachers to take deputy posts temporarily in the government sectors or assistant posts of county chief, district chief or mayor, as well as vice presidents or assistants of relevant enterprises; the two parties will build a social practice pilot base for graduate students of Tsinghua University in Jingzhou and Tsinghua University will select a group of doctorial graduates to do social practice in Jingzhou every year, helping solve problems in specific items.
At the same times, Jingzhou Municipal CPC Committee and Government signed comprehensive strategic cooperation frame agreements with Huazhong Agricultural University, Huazhong Normal University and China University of Geosciences successively, and negotiated and reached cooperation agreements in the aspects of talent training and exchange, project cooperation and resource development with Huazhong University of Science and Technology, Wuhan University and Wuhan Textile University. This year, Jingzhou City has striven to win the permission by Hubei Provincial Department of Education to build Hubei Graduate Students’ Educational Innovation Base in Jingzhou, further bridging the exchanges between colleges and universities and Jingzhou’s public institutions and enterprises. In virtue of talent and technology advantages of famous colleges and universities, following the flexible concept “not to own but to use”, Jingzhou has brought in many academicians, including Zhu Yingguo and Deng Zixin from Wuhan University and Zhang Qifa and Chen Huanchun from Huazhong Agricultural University to found academicians’ workstations in Jingzhou, to promote the transformation of research findings and the development of Jingzhou by leaps and bounds. They and their teams will rely on the workstations to provide an important intellectual support for the scientific innovation of Jingzhou.
According to the local enterprises’ need for talents, Jingzhou also organized and held “universities and enterprises matching meeting in Jingzhou” themed by “universities serve Hubei to facilitate the ‘Waist Building Project’ ”. This year, it has organized more than 60 colleges and universities within Hubei to match with over 100 enterprises of Jingzhou, setting up a platform for enterprises and universities to form a long-term cooperative mechanism. Every year, Jingzhou organizes relevant enterprises to hold special job fairs in cooperated colleges and universities regularly to bring in a group of talents in great demand.
Establish a sound mechanism and use talents as an “economic leverage” skillfully
“I didn’t expect that proprietary technology could also be used as a ‘capital’ to be involved in the distribution of dividends in the enterprise”, Doctor Wang Xin said happily, who graduated from Japan Advanced Institute of Science and Technology. Just entering his 30s, he is able to get an annual salary of 500,000 yuan; also, as a project director, he takes charge of the research and development of new products.
In the process of talent recruitment, Jingzhou City has further improved relevant mechanisms and used the “economic leverage” skillfully to give play to its incentive effect on high-level talents. Moreover, Jingzhou has set up special funds for talent development, come up with supportive policies to encourage high-level talents to innovate and start businesses, led and supported various talents to innovate and start up businesses in Jingzhou. Through exploring to involve talents in the distribution of achievements as “intellectual capital” and “management capital”, Jingzhou has formed actual-performance-oriented salary treatment measures gradually to encourage enterprises to attract, use and retain talents.
For enterprises founded or led by high-level talents, Jingzhou City will help them to apply to Jingzhou Small & Medium Enterprises Credit Guarantee Center for a loan guarantee within 10,000,000 yuan; and give a discount of 15% of the current year’s interest in 3 years to them after their getting bank loans.
There are also a lot of privileges in the aspect of tax revenue. Jingzhou City has specifically stipulated that the enterprises founded or led by innovative talents shall get a full-amount award for retention of enterprise income tax within the first two years and 50% award in the third year; the high-level talents with annual salary reaching 300,000 yuan shall get a full-amount award for their local retention of individual income tax in 3 years.
Furthermore, the high-level talents can obtain entrepreneurship supporting fund, scientific research subsidy, housing allowances and living allowances, etc. Jingzhou City takes the initiative to offer old-age insurance, medical insurance and other social insurances, to provide a “green channel card” for providing medical service, and to regularly organize health examinations to those talents brought in. It also raised funds in every way to build “golden phoenix talent apartments” for high-level talents to rent and live free of charge. This year, the first group of 43 “golden phoenix talent apartments” has put into use.
According to the journalists, Jingzhou City has also strengthened talent service and set up the system of one leader contacting with one talent. Young cadres and non-leading cadres are selected and appointed to hold the post of assistant personnel officer in enterprises, help the enterprises’ talents to solve practical difficulties and serve the development of enterprises. In addition, “Golden Phoenix Award” has been established to highlight the serving talents with outstanding contributions, so as to build a good atmosphere for talents.
Li Xinhua, Secretary of Jingzhou Municipal CPC Committee, said, “To do the human resource work well in the new age, we have to obey and serve the economic construction, further strengthen the talent introduction and selection for enterprises, and regard various talents of science and technology and leading talents in all trades as important forces for driving the development of Jingzhou.” “We should dare to select the ingenious talents and use the lever of policy skillfully to mobilize the enthusiasm of excellent talents in the enterprises to serve the economic development, aiming to turn Jingzhou into a ‘valley’ full of talents, through 3 to 5 years’ effort.”
