Municipal party secretary Li Xinhua pointed out that the most environmental indices in Jinzhou, during its development process, have improved markedly than what it used to be, so we should enhance confidence on the development and the environmental work. At present, we should set up a correct concept of development and grasp the idea of ??scientific outlook on development. Jingzhou is still in its primary and intermediate phase of industrialization, so there is still a long way to go for achieving industrialization. We must protect our environment while pursuing development. The two are not irreconcilable contradiction, but have a high degree of unity. Only blue sky and green water can introduce better and larger projects; in return, good and larger projects could better protect the blue sky and green water.

Li Xinhua emphasized rapid and high-quality development depends on planning and guidance, also a conception of larger city, larger park and greater environmental impact assessment (EIA). The management philosophy should be updated to realize government regulation and corporate responsibilities. Environmental Protection Department should optimize EIA process, try to minimize unnecessary approvals, and strengthen supervision both beforehand and afterwards. Departments at all levels should do division of labor responsibility to firmly investigate and punish those who discharge wastes secretly and have substandard discharge behavior; proportion of environment protection in performance appraisal should be enhanced in county and municipal party committee and departments directly under the municipal government; backward production capacity should be phased out to upgrade part of good business and introduce some large and excellent enterprises. Jingzhou must be able to achieve sustainable and sound development to protect our blue sky and green water.

Mayor Li Jianming said environmental problem, a key issue affecting the sustainable development, is still our outstanding issue. Departments at all levels must unify their thinking and adhere to giving priority to environmental protection. We should properly deal with the projects and implementation. Targeted solutions should be used to solve air, water and noise pollution. Practice them in specific projects and do solid work to forbid straw burning. Ministry of Construction and Urban Management Department should strengthen the management of dust and muck on building site; Public Security Department should strengthen the management of vehicle exhaust and timely update and eliminate yellow label cars (heavy-polluting vehicles); Water Department should strengthen urban centralized water sources protection and determine he reserved water source in the center of the city as soon as possible; Construction Committee should enhance urban sewage treatment, pipe network should be fully covered to store domestic sewage; Development zone and Environmental Protection Department should strictly control industrial emissions; Agricultural sector should concentrate livestock to achieve manure recycling. Environment will be better and better in Jinzhou if departments at all levels have the courage and bear responsibility to strictly implement measures concerned.
