Hubei Provincial Party Secretary Li Hongzhong Stresses Joint Efforts for Promoting Golden Waterway C

Yesterday, the provincial party secretary Li Hongzhong, Governor Wang Guosheng stressed in Jingzhou that we should seize the exciting opportunity that the CPC Central Committee and State Council attach great importance to the construction of the golden waterway of Yangtze River, and work together to promote waterway regulation in the middle reaches of the Yangtze river and construction of golden waterway, give full play to the Yangtze River’s transportation efficiency so as to promote the province's economic and social development and opening up and development of the Yangtze River economic belt.

Drawing water from Yangtze River to Han River Navigation Project is an artificial canal waterway project by combining with the construction of drawing water from Yangtze River to Han River project, the middle route of South-to-North water transfer project. It has a total length of 67.22 kilometers. Starting in November 2009, the overall project has been completed entirely and will be navigable soon. Delegation of Li Hongzhong and Wang Guosheng arrived at waterways entrance construction site in Longzhouwan, Jingzhou City to make on-site inspection. It is heard that it will bridge navigation between the Yangtze River and Han River upon its operation. The project will not only shorten 680 kilometers waterway mileage that ship bypasses Wuhan, but also will form an 810-kilometer kiloton high-grade channel ring surrounded by Jianghan plain and connected with Wuhan city internally. The leaders were very pleased and warned construction headquarters principals to pay close attention to the preparatory work of wind-up of the project and navigation operation to ensure smooth operation of the project and yield benefits as soon as possible

Jingzhou Yankou Port is a modern large-scale integrated port in the middle and upper reaches of Yangtze River. It has a total of up to one kilometer coastline, and a perennial quay depth of more than 6 meters, which can accommodate 5,000-ton cargo ship. The leaders came to the pier to learn about the port construction and operation. Several container ships were loading and unloading goods, presenting the prosperous atmosphere in the pier. Learning that port container business has achieved unconventional and extraordinary leaps and bounds in recent years and is expected to exceed 1.2 million TEUs this year, Li and Wang said Yanka Port is blessed with unique quality coastal resources, we must regulate, explore and make well use of the valuable resources in accordance with unified planning and step-by-step construction.

Middle section of Lalinzhou guard project, located at Taipingkou waterway the river at Shashi, started construction in October 2013, and the current mattress sinking construction has been completed, and the current riprap and revetment construction is under way. Li and Wang took a boat to the river center, taking a close look at the construction situation. After listening to the briefings from person in charge, the leaders pointed out that many beaches and shallow waters in the zigzag Jingjiang River has always been a bottleneck in the Yangtze golden waterway. We should greatly improve channel in Jingjiang River Waterway and break the bottleneck restrictions, laying solid foundation for the overall effectiveness of midstream waterway. Li and Wang required that the related provincial departments should increase efforts to organize and coordinate services to create a good environment for the renovation of the Yangtze River waterway.

In the subsequent forum, Li and Wang listened to the briefings from principals of the Yangtze River Waterway Bureau, Department of Transportation of Hubei Province, Hubei Provincial Development and Reform Commission, and principals of Jingzhou City. The leaders expressed their gratitude on special contribution made by the Yangtze River Waterway Bureau on Hubei’s economic and social development, fully affirmed Jingzhou’s achievements in economic and social development and the effectiveness achieved in the Yangtze River Waterway improvement, and put forward explicit requests to vigorously promote the waterway improvement of middle reaches of the Yangtze River and construction of golden waterway.

Li said waterway is the foundation and support of shipping development. The general secretary Xi Jinping, and the Prime Minister Li Keqiang stressed to create the whole basin of the Yangtze River a golden waterway by relying on the Yangtze Economic Zone along the golden waterway. Jingzhou is the waist of Yangtze River economic belt in Hubei, while Hubei is the waist of the entire Yangtze River economic belt. Currently, the middle reaches of the Yangtze River waterway is still a bottleneck restricting the Yangtze golden waterway development. If the middle reach is not smooth, the overall river will be stagnant. Therefore, we must proceed from the overall and strategic perspective to fully understand the significance of vigorously promoting the waterway remediation in the middle reaches of the Yangtze River. We should conscientiously implement the waterway construction guidelines that " deep the lower reaches of the Yangtze River, smooth the middle reaches, extend the upper reaches and free the tributaries”, enhance the overall through capability of the Yangtze River basin-wide waterway, and make determination to improve remediation of the middle reaches of the Yangtze River waterway. Then, we could achieve “smooth midstream " goal as soon as possible , and coordinately develop the upstream and downstream channel, and better adapt to the needs of the development of the Yangtze River economic belt.

We should further implement the scientific concept of development, and firmly establish the idea of " green determing sustainable development" Take Yangtze River Waterway remediation, water transportation development, ports and urban layout, etc. into consideration and through integrated construction to create an ecological, green and healthy Yangtze River economic belt. By taking the advantage of the significant opportunity of “comprehensively deepening the reform”, we should create new institution and mechanism, promote the scientific management, improve resource utilization efficiency, optimize the investment environment, and form a powerful joint force to promote the Yangtze River golden waterway construction and economic belt development of the Yangtze River.

Wang said that the Yangtze River golden waterway construction, opening up and development of the Yangtze River economic belt are grand and national strategy related to the overall situation. It is a great opportunity once in a blue moon to promote economic and social development of Hubei and we should have a profound understanding and pay close attention to it. Seize the opportunity to achieve great achievements. Currently, in particular, we should face the historic prominent problem that the poor navigation capacity of the middle reaches of the Yangtze River. We should positively response to it and start from implementation of the overall national strategy to enhance our sense of responsibility and urgency to improve the navigation capacity in the middle reaches of the Yangtze River Waterway, making it as a rare opportunity to promote Hubei’s economic development and its opening up. Centered with two tasks of “build deep-water channel of the middle reaches of the Yangtze River and create Wuhan as a shipping center in the middle reaches”, we should strengthen organization and leadership, intensify our efforts, strengthen the overall planning, optimize and integrate resources, and provide quality services to achieve greater results of the golden waterway construction in the middle reaches of the Yangtze River.
