To strengthen the supply-side structural reform

Jingzhou Development and Reform Commission has always been taking the supply-side reform as focus. With the adherence to problem orientation, constantly exploration and innovation of institutional mechanism, the implementation of "cutting overcapacity and excess inventory, deleveraging, reducing costs and reinforcing points of weakness", initial results have been achieved.
The organization security mechanism has been established.
Special leadership coordination has been implemented. Jingzhou Development and Reform Commission has set up a leading group office on the supply-side structural reform (referred to as the supply-side reform office) and selected 3 backbones to make up the special leadership responsible for the supervision and coordination of the reform work of “cutting overcapacity and excess inventory, deleveraging, reducing costs and reinforcing points of weakness” in the city; 12 departments directly under city government constitute member units responsible for focusing on the implementation of objectives and tasks by provincial and municipal governments.
The coordination mechanism has been implemented. In accordance with information reporting mechanism of monthly summary, quarterly rectification, semi-annual reporting and supervision mechanism, 33 specific reform tasks of supply-side structural reform have been managed specifically and coordination during the whole process of “cutting overcapacity and excess inventory, deleveraging, reducing costs and reinforcing points of weakness” has been continuously strengthened. Last year, there were 3 work promotion conferences on the supply-side structural reform and 2 special training sessions.
The target management mechanism has been implemented. The work account of “cutting overcapacity and excess inventory, deleveraging, reducing costs and reinforcing points of weakness” has been established and the special reform action program of "1 +4 +8 + N" has been made. Currently, 3 special reform programs out of 14 have been issued by 12 departments directly under municipal government, and the remaining 11 have been under modification in accordance with the requirements of the city government. Meanwhile, non-scheduled supervision and inspection and the mechanism of reversed transmission of the pressure increased coordinated supervision of major reform matters led by leading cadres. Those that do not complete the task as required have been circulated the notice of criticism.
The general situation has been taken into consideration and the supply-side.
structural reform has been optimized. Overcapacity has been reduced. On the one hand, the task of cutting overcapacity has been fully completed. With the approval of the provincial government, the task of cutting 400,000 tons of excess capacity of steel and eliminating 800,000 tons of outdated capacity of Shunfa Steel Co., Ltd. in Shishou city have been completed and been accepted by the provincial inspection team; the target of reducing excess capacity of 240,000 tons of the coal industry in 2016 has been completed. At the same time, 34 small enterprises with fifteen kinds of heavy pollution in the center of the city have been shut down, and the task of doing practical things for people by the city government in 2016 have been overfulfilled. On the other hand, the level of high-end supply has been expanded. The declaration of 9 provincial enterprise technology centers and engineering research centers has been finished. And the first batch of industrial robots in Jingzhou shall be put into mass production.
Reducing inventory has a remarkable effect. The reform of the household registration system has been promoted. A number of policies such as "Opinions on the promotion of migrant workers and farmers to purchase houses in the city" have been introduced and monetized resettlement has been stepped up. The cycle of reducing inventory of urban commercial residential buildings has been decreased by 12 months compared with that at the end of 2015, and the average cycle of reducing inventory of commercial residential buildings of 6 counties (cities) is about 16 months.
Deleveraging has been secured actively and steadily. The multi-level capital market system of equity financing, bond financing, fund guidance, government and social capital cooperation has been gradually established. At present, there are 7 listed companies (including 1 listed in the United States), 7 companies listed in the New OTC Market and 221 companies listed in the regional equity trading market. 3 venture capital funds guided by industry with the total scale of 19 billion yuan has been set up. There are 57 PPP projects in stock with a total investment of 77.8 billion yuan. 4 projects have been signed in the PPP project promotion of Hubei Province, ranking second in Hubei province.
Long-term growth has been sustained and the supply potential has constantly been strengthened.
The policy of "tax and fee reductions, deregulation" has been fully started. The four major costs including tax burden of enterprises, institutional trading cost, the cost of electricity and the cost of logistics have witnessed decline in varying degrees. Total costs of enterprises are reduced by 1 percent year on year. 14,500 registered taxpayers in the city enjoy preferential tax policies, which various kinds of taxes and fees of 209 million yuan have been reduced, accounting for about 3% of the total revenue of Local Taxation Bureau; the rates of three insurance of endowment, unemployment, employment injury help to reduce more than 82,700,000 yuan for enterprises accumulatively. "Internet+administrative services", intermediary services, "integration of five certificates" and other reforms have been implemented. The average time limit for approval has been reduced to 5.9 working days from 25.9 working days, and administrative approval intermediary services have been reduced to 57 from 133 and clean up 215 "red top" mediation. The price of electricity price has been lowered three times; the price of general industrial and commercial electricity has been lowered by 0.11 yuan/kWh; the price of large industrial electricity has been reduced by more than 2.3 fen/ kWh accumulatively, and the burden of electricity over the year is expected to be reduced by 200 million yuan. At the same time, the scope and scale of direct trade of electricity of users has been expanded. 6 companies have entered into the direct electricity trading platform of the province. From June 1, 2016, the highway toll fees has been implemented according to the new standard, and the accumulated 3.27 million yuan of the social logistics cost have been reduced.
The eight weaknesses effect has gradually decreased. Solid progress of "three projects" ("project of multiple increase of pillar industry", "backbone enterprise expansion project", "project of the growth of small and medium-sized enterprises" ) in the field of industry has been achieved. The clean, green, bright, beautiful, neat, smooth urban environment is taking shape. Comprehensive transportation hub of highway, railway, water and aviation is under accelerated construction, especially the project of Jingzhou Civil Airport approved by the State Council and Military Commission of the CPC Central Commission, and the work of the airport in the early period proceeds smoothly. The capacity of port clearance has been improved significantly, Hengrun Maker Space, Jingzhou Maker University and other new incubation platforms for business startups are advancing, and the pace of taking targeted measures to help people lift themselves out of poverty is also under steady progress. "The plan to double the industry of processing agricultural products" has been started, and the competitiveness of the tourism industry continues to increase.
Core elements have been gradually increased. Talents have been introduced and trained. 14 business incubation bases of different kinds have been built and 9,494 high-skilled talents are newly added up to the total 287,000 talents. With the steady progress of the construction of science and technology platform, 3 city-level open laboratories has been built, and 4 provincial science and technology business incubators and 3 provincial maker space have been declared, Jingzhou Development Zone has been rewarded the title of "Provincial Intellectual Property Demonstration park". The credit environment has been optimized and the reform of unified social credit identifier system for social organizations is in full swing. 3,249 enterprises in the city have been on the list of abnormal operation (state of abnormal operation), Hubei Henglong and other 460 companies are among the list of observing contracts and attaching importance to credit from 2014 to 2015.
In future, Jingzhou Development and Reform Commission will conscientiously implement new concepts for development, and adhere to systematic planning, problem orientation, factor driving to promote the reform together and implement all kinds of policies, putting new energy into the development of Jingzhou.
We will adhere to systematic planning, promote the reform, establish the idea of a game of chess and the spirit of mutual cooperation, and constantly strengthen industrial and regional cooperation and exchanges. We should further improve the mechanism for the supply-side structural reform, lead group to discuss official matters, and improve the systems of research on reform matters, information filing, information submission, supervision and inspection, etc. We should determine research topics around major reform issues of the city, conduct in-depth investigation and provide decision-making basis for deepening the supply-side structural reform. Working with the inspection office of the city government, we attach importance to the work of reform and inspection to ensure that the reform is forceful and effective.
We will adhere to the problem orientation to promote the implementation of policies. Meanwhile, we will improve the action program system of "I +4 +8 + N" as quickly as possible and comprehensively promote implementation of the overall program and special action program. We will accelerate the reform of investment and financing system, and strengthen strategic cooperation with all levels of investment and financing platforms especially the provincial investment and financing platform. What’s more, we will steadily push forward reform of the financial system, combine "deleveraging", "cutting capacity" with the basic reform of the financial sector to promote county-level finance engineering comprehensively, promote the reform of "debt to equity" swap, and reduce the leverage ratio of enterprises. With planning the Menghua railway cargo collection and distribution center, Jingzhou Airport industrial park and the construction project of Jianghan Plain waterway network, we will try to promote the integrated development of traffic and logistics.
We will adhere to factor-driving and promote the reform to form new energy. We will fully release the constraints of land, capital and talents, make good use of the existing land policy, timely clean up idle land, revitalize the land stock, innovate and intensify the land use mechanism, and give priority to protection of demands of land used in construction for key projects. The PPP project shall be managed according to level and classification, and actively cooperate with Hubei PPP industrial funds. Five major projects: introduction of high-level scientific and technological talents innovation teams, introduction of enterprise innovation teams, introduction of industry talents, cultivation of excellent entrepreneurs and protection of talents to settle down will be implemented in order to comprehensively establish the platform of talent aggregation.
