The 6thSession of the 5th Standing Committee of the NPC of Jingzhou City

After concluding all the scheduled procedures, the one and a half day meeting, the 6thSessionof the 5th Standing Committee of the NPC of Jingzhou City was finished on the afternoon of October 31st.
Municipal Party secretary and director of Standing Committee of the NPC of Jingzhou City Yang Zhi presided over the meeting, and deputy director of the Standing Committee of the NPC of Jingzhou City Chen Aiping, Liu Aihua, Duan Changfeng, Zhang Qin, Yang Shunhao, Tian Xinhua and secretary-general Liu Jun attended the meeting.
The meeting heard the motions and instructions of Jingzhou Municipal People’s Government on requesting to review the JingzhouChanghu Protection Regulations (Draft) and opinions of the Rural Committee of the NPC of Jingzhou City on the JingzhouChanghu Protection Regulations (Draft) and deliberated the JingzhouChanghu Protection Regulations (Draft) by groups. It is known that after the Regulations was incorporated into legislative program of 2017 of the Standing Committee of the NPC of Jingzhou City, the Changhu Legislation Protection Coordination Group and Specialized Drafting Group were establishedin this February and convened the JingzhouChanghu legislation protection joint conference to officially launch the protection work.After 13 times of modification and perfection, the Drafting Group finally formulated the Regulations and submitted it to the Meeting for deliberation. The Regulations is made of six chapters which include General Provisions, Management System, Water and Shoreline Protection, Environmental and Ecological Protection, Legal Liability and Supplementary Provisions. According to the Rural Committee of the NPC of Jingzhou City, the overall framework and contents of the JingzhouChanghu Protection Regulations (Draft) are feasible and suggested to submit it to the 6thSessionof the 5th Standing Committee of the NPC of Jingzhou City for deliberation and put forward amending opinions on relevant clauses and literal expression.
At the Meeting, the Jingzhou Municipal People’s Government’s report on key projects construction in central city of Jingzhou, endowment insurance work for urban and rural enterprise staff and citizens in Jingzhou, balanced development of compulsory education, the Jingzhou People’s Procuratorate’s report on supervision work on special laws of “protecting ecological environment and promoting green development”, the Standing Committee of the NPC of Jingzhou City’s decision (draft) and instruction on further strengthening the execution effort of the People’s Court as well as relevant proposal on human affairs were also carried out.
Through the group deliberation of the Standing Committee, the report on key projects construction in central city of Jingzhou, endowment insurance work for urban and rural enterprise staff and citizens in Jingzhou and balanced development of compulsory education as well as the Standing Committee of the NPC of JingzhouCity’s decision on further strengthening the execution effort of the People’s Court were adopted at the meeting.
In addition, relevant proposal on personnel affairs also passed the deliberation.
Member of the Standing Committee of Jingzhou Municipal Party Committee and executive vice mayor ZhongZhiqing, vice mayor Deng Yingjun, vice chairman of Jingzhou Municipal Committee of CPPCC and director of Jingzhou City Bureau of Education and Sports Wen Yi, president of the Jingzhou Intermediate People’s Court Xiao Zhijian and chief procurator of the Jingzhou People’s Procuratorate Wang Cunfeng attended the Meeting as nonvoting delegates.
