Major projectshave effectively settled

Jingzhou civilian airport is officially approved to be constructed. Jingmen-Jingzhou High-speed Rail and Northern Express start to be constructed. A group ofindustrial projects such as the first phase of Huadian Jiangling Electronic Plant, the first phase of Rongchen Renewable technology, Delphi Wiring Harness,Nengte Technology Pharmaceutical Intermediate, and Jinpeng Vehicle Plant, havebeen completed and put into production.

People's sense of having gained is constantly strengthened

Jingzhou has launched the “three great fights”, namely preventing and resolving major risks,targeted measures for poverty alleviation, and pollution prevention and treatment. It has successfully built itself as a national hygiene city and a provincial civilized city, gained the highest national award of “Chang’an Cup”, completed the heaviest annual task of shanty town reform in the province, held the first session of Jingzhou International Marathon, and was approved to be the hostingcity of Hubei Provincial Second Session Landscape Art Expo. 

The development momentum is much stronger

Jingzhou has resolved the 240,000-ton overcapacity in terms of coal, and the industrialproduction replacement of cement and glass reached the standard. The inventory reduction cycle of real estate decreased to 7 months from 13.8 months. It has carried out all kinds of polices of tax reduction, which directly lowers more than RMB 1.5billion taxation burden for enterprises.

There were 62,000 new market subjects, an increase of 14% year on year. It launched the “33 business-related information certificates into one” firstly all over the province. 198 items of 278 approved by administrative service center achieved to be “done at one time”, while the approval time of project construction shortened within 60 days from 156 days.

Deepen the system reform of investment and financing. The investment of new settling PPO(5) project amounted RMB 11.6 billion; RMB 4.89 billion corporate bond wasreleased; and there were 431 new “four-board” listed enterprises, ranking first among the entire province in terms of quality and quantity.

Economic powers effectively advanced

Industrial competitiveness was strengthened. There were 45 new industrial enterprisesabove designated size, reaching 1,283 in total; the revenue of 28 more industrial enterprises surpassed ten million, reaching 84 in total; and there were 70 new hi-tech enterprises, reaching 173 in total. Six industrial accumulation areas in terms of agricultural product processing, textile and clothes, pharmaceutical and chemicals, light industry building material,equipment manufacturing, and electronic information have accelerated, with production growth of 6%, 9.3%, 15.4%, 23.2%, 15.2% and 2.5 times respectively.

E-commerce developed rapidly, and the online retail sales surpassed RMB 20 billion,growing 50%. Full-range tourism had been promoted rapidly, and the comprehensive income of tourism amounted RMB 26 billion, an increase of 30%.New high-standard farmland reached 530,000 mu.The grain production increased 4.7%. The development experience of regeneration rice was promoted all over the nation, and the number of new-type business subject and provincial above leading enterprises in terms of agriculture ranked top in the province.

Ecological environment has continuously become better

Progress in the great protection of Yangtze River was solidly made. The treatment engineering of Jingjiang River waterway had been completed and the ecological environment in three great state-level protection zones had been obviously improved.Feedbacks forwarded by environmental protection inspection of the central government had been finished in accordance with the corrective plan. 353 quayberths along the main stream of Yangtze River had been removed or banned and 55-kilometer coastline was cleared. The differentiated development pattern in central urban area is accelerating to be formed

Projects such asMunicipal Center Hospital and No.1 Municipal Hospital Out-patient Building wentsmooth. New hall of Municipal Library was completed and opened to public. Newcampuses of Jingzhou High School and Shashi High School were completed and put into use and the first phase of Jingzhou Institute of Technology Expansion was completed. World Bank loan projects such as city moat desilting and ancient city wall reconstruction started to be constructed. 71,582 houses in shanty town started to be re-built, including 61,376 in the downtown area, ranking first in the province.

Beautiful countryside construction has already begun to show early results

Provincial-levelpilot villages reached 43 and 5 provincial-level featured towns were set up. Moreover, Weishui Town was selected into national featured towns. Featured farmhouse resorts, folk villages, and leisure agricultural demonstration park developed rapidly. 82 new village and town waste water treatment workshops started to be set up comprehensively.

Target measures for poverty alleviation are pragmatic and effective

RMB 2.29 billion planned as a whole was applied for targeted poverty alleviation. 771 projectsof poverty alleviation through industrial development were carried out,covering 10,473 poor families. RMB 560 million of financial micro-credit for poverty alleviation was released. 248 village-level photovoltaic power stationswere set up. Health poverty-alleviation system was set up initially. Poverty alleviation for 60 poor villages and 42,878 poor persons were achieved as planned.

Social security is more powerful

85,000 urban jobs were created. 30,000 urban unemployed persons were reemployed and 15,000 people with difficulties in finding jobs were employed. Another RMB 250 millionsmall-sum guaranteed loan was released and 5,473 people were assisted to start business. The task of doing practical things for people had been basically completed.
