Jingzhou to perform senior government employee system

It is known on March 15th that with the purpose of intensifying the employment reform among government departments, Jingzhou would perform a senior government employee system to adapt to the special demands for professional talents required by government work in new era.

It is defined in the issued Measuresfor Senior Government Employee System of Jingzhou City (hereinafter referred toas “Measures”) that senior employees refer to senior professional talents who are hired via special procedures by administrations and public institutions, aiming at meeting the special demands of improving management and service level. In principle, they should have degree of master or doctorate, or have senior professional technical title,with comparatively high academic credentials, high reputation and greatinfluence in corresponding majors and outstanding work performance. Senior employees will not take the official worker indicator of public institutions.

The Measures defines the employment procedure of senior employees. Firstly, the public institutions which need senior employees should formulate employment scheme and submit to Jingzhou Municipal People’s Government for approval by the Office of Organizational Structure Committee of Jingzhou Municipality, Jingzhou MunicipalHuman Resources and Social Security Bureau, and Jingzhou Bureau of Finance.Secondly, they should open their employment information to the public at homeand abroad or entrust intermediary agencies to perform the employment, focusing on the openness, practicability, and competitiveness of the employment.Thirdly, the recruitment units will set up expert assessment group together with human resources department. The expert assessment group will perform comprehensive test or interview the primary candidates and propose an alternative name list of employment. The recruitment units will conduct investigations to talents in the name list and finally decide the employees.

Government performing senior government employee system is ableto open “source” to the largest extent. Senior employees could be hired inJingzhou in terms of various fields including finance, trade, logistics, urbanplanning, construction management, modern agriculture, culture & tourismcreativity, preservation of cultural relics, high technology, medicaltreatment, and higher education.

It is regulatedby the Measures that, when signing employment contract, employment units and senior employees should define contents including work task, performance goal, salary and welfare, work condition, contraction term (no more than 2 years for the first signing ingeneral), rights and responsibility of both sides, and violation responsibility.
