In order todeeply promote the construction of beautiful Jingzhou, Jingzhou has formulated the Three-Year Implementation Plan ofUrban and Rural Household Garbage Bio-safety Disposal Fully Meeting theStandard, which requests that, by the end of 2020, it will form a chain managementsystem of urban-rural integration and full coverage, ranging from the household garbage output to the final treatment.

It is proposed in the Plan that, the urban area will be accelerated the construction of resource utilization terminal processing facilities including kitchen waste, green garbage, and excrement and will beput into operation before the end of 2018; and before this time, a construction waste resource utilization plant will be built at the urban area. To acceleratethe establishment of garbage collection and transportation system and the construction of garbage bio-safety disposal facility, each village or town will build at least one waste transfer station in line with the standards or fixedtransfer facilities such as proper-amount buried trash can. Set up urban household waste sorting pilots in some communities in the urban areas and county (city) areas which own comparative sound basic conditions and well-placed facilities; and explore the mode of “internet+resource recycling”.
