Early this month, Jingzhou released the scheme ofgovernment investment promotion projects in urban areas in 2019.

By concentrating in the key areas, the scheme of investmentpromotion projects in 2019 will include the initial operation of Jingzhou Airport,Mongolia-Jiangxi Railway Jingzhou Eastern Railway Station and Garden Expo Park,the launch of major cultural tourism projects, and the liquidation sales ofNorthern Jingzhou and Northern Shashi and the implementation of relevantsupporting facilities. Priority will be given to the construction of majorchannels including Coastal Yangtze River Road and Ancient-city Ring Road and all-connectedroad system between existing urban roads and Fuxing Avenue so as to advance theroad network construction between urban areas and districts, among districts,and the road network within each district.

Improve quality: Based on the requirement for setting upnational ecological garden city, Jingzhou will pay much more attention to theconstruction of ecological corridors along the Yangtze River, the approachchannel from Yangtze River to Hanjiang, and along railways and highways. Boulevardswill be built along important roads in urban areas so as to implement landscapeimprovement projects in important city nodes and Northern Jingzhou, aiming at improvingthe living quality in the city.

Strengthen areas of weakness: Targeting at “green waterin Jingzhou with beautiful banks and creating a dynamic Jingzhou”, and guidedby the implementation of ten landmark missions of protecting Yangtze River andthe rectification of problems forwarded by central environmental protectionsupervision, Jingzhou will take multiple measures to carry out ecological environmentmanagement, and promote the advancement of ecological projects in terms ofwater treatment, water network connection, pipeline construction, toiletrevolution, and waste sorting.

Control scale: In order to improve the implementation rateof the scheme, avoid rashly putting up establishments and preventlong-drawn-out project, Jingzhou has selected and reduced the RMB 30-billionplanning projects at the early stage. Projects to be cut are mainly thosewithout clear source of fund, construction projects from South Hongmen Road to theBaishui Beach, and projects in in north part from Renmin Road to the west.

Annualinvestment projects amounted to RMB 19.874 billion; road construction took upthe highest proportion; and 137 projects’ investment reached RMB 9.64 billion

In 2019, Jingzhou will set up 252 projects with an annualplanned investment of RMB 19.874 billion, up by RMB 1.089 billion compared tothat of 2018. Among them, 139 new projects are introduced with a totalinvestment of RMB 5.565 billion; in 2018, 113 projects will continue to beconstructed with a total investment of RMB 14.309 billion.

Categories of projects according to the nature: 137 road constructionprojects with a planned investment of RMB 9.64 billion, 22 garden greening projectswith an investment of RMB 2.728 billion, 27 water environment protection projectsworth an investment of RMB 3.687 billion, 7 large-scale public constructionprojects of RMB 2.951 billion and 49 other projects (including early research,planning, road lamp, and road traffic facilities) of a total investment of RMB868 million.

Categories of projects according to the funding channel: Atotal of RMB 12.028 billion is to be invested at the municipal level. Amongthem, RMB 2.487 billion is from treasury investment, RMB 140 million loanedfrom World Bank, RMB 5.573 billion from PPP construction projects, RMB 1.143from district investment, RMB 736 million subsidized from superior department,RMB 829 million from Jingzhou City Construction Investment Company, and RMB1.12 billion collected from municipal-level departments.

A total of RMB 7.846 billion is to be invested at thedistrict level. Among them, RMB 807 million from Jingzhou District, RMB 587million from Shashi District, RMB 1.321 billion from Jingzhou Economic andTechnological Development Zone, RMB 4.791 from Ji’nan Cultural Tourism Area,and RMB 340 million from Jingzhou Hi-tech Zone.

Major project checkout——school relocation, Baling Highwayconnectivity, Relics Park, Sponge City…

The investment of Jingzhou urban water environmentcomprehensive treatment packaging projects (including central environmentprotection supervision and Yangtze River great protection key managementprojects) totaled RMB 5.27 billion. Among them, RMB 1.5 billion will beinvested in 2019 to PPP projects ranging from water safety, water qualityimprovement, water ecological restoration and water landscape to smart watermanagement system.

Hubei Jingzhou Civil Airport is set up with a totalinvestment of about RMB 1.3 billion, RMB 300 million of which is invested in2018 while RMB 650 million in 2019. The construction includes flight area 4Cindex, a new runway with a length of 2,600 kilometers and a width of 45 meters,a 13,779-square-meter airport terminal, five airplane stands, and facilities forcommunication, navigation, meteorology, electricity, water, oil supply and firerescue.

Baling Connectivity Section on Shanghai-Chongqing Highwayis invested with RMB 172 million, with around RMB 103 million of investment in2018 and RMB 68.8 million in 2019. The construction involves single-horninterconnection, toll station, and management center.

The restoration and recycling of historic buildings inJingzhou District will receive an investment of about RMB 17 million, focusingon the restoration of 13 historic buildings.

The total investment for the relocation, reconstructionand expansion of schools in Jingzhou District is about RMB 645 million. Amongthis, RMB 100 million will be invested in 2019, including the removal of fourschools, i.e. the North Gate Middle School, Taihui Primary School, DongfanghongMiddle School, and Jingzhou Experimental Primary School. These four schoolswill cover an area of 358.5 mu intotal with a new building area of 95,200 square meters.

The road construction and drainage work ofShashi-Jingzhou Airport First-class Highway in Shashi urban area is with aninvestment of RMB 534 million and around RMB 267 million is invested in 2019.The boundary line of this highway is with a width of 60 meters and a totallength of 6.82 km.

Shabei Experimental Primary School is with an overallinvestment of RMB 130 million, among which RMB 30 million is invested in 2018 andRMB 60 million in 2019. Covering an area of 75 mu, this project includes nine-year education school buildings(consisting of 54 classes) and underground parking lots.

Mt. Jigong Relics Park will be built in the Ji’nanCultural Tourist Area with an investment of 300 million, RMB 10 million ofwhich will be invested in 2019. Relying on Mt. Jigong Relics and covering anarea of 123 mu, it is a relic leisurepark integrating scientific research, science popularity, and tourism andentertainment.

The first phase of the sponge city in Ji’nan CulturalTourist Area’s investment reaches RMB 1 billion. In 2019, it will be investedwith RMB 100 million. The construction includes the roadside landscape belt oflocal railways, highways, Haikou-Yibin Highway, Erenhot-Guangzhou Highway,Chudu Avnue, Phoenix Avenue, Haizihu Avenue as well as Landscape Park, waterdredge, ecological restoration, rain water pumping station, and green roads inPhoenix area.
