Key Proposal Follow-up: Improve People's Livelihood & Toilet Revolution Makes the Village More Livable

In recent years, with the acceleration of rural revitalization, the rural area of our city has undergone fundamentalchanges. However, the current problems of “difficulty in toileting, difficultyin discharging and difficulty in disposal” have not been completely solved. Duringthe annual meetings of NPC and CPPCC, the proposal submitted by Zhou Xiaoxi,member of the CPPCC National Committee, named Start the Campaign of the "Village Toilet Revolution" in OurCity, has received the attention of the relevant departments. After oneyear, what is the current progress of the village toilet revolution in ourcity? The series reports on the key proposals of the CPPCC, and here is thesecond report Toilet Revolution, Makes VillageMore Livable.

Problems such as “difficulty to findtoilets, difficulty in discharging and difficulty in disposing excrement” inrural areas not only seriously affect the construction of beautiful villages,but also become one of the sources of environmental pollution in rural areas.Zhou Xiaoxi, member of the CPPCC National Committee, believes that the smalltoilet is connected with the people's livelihood and great civilization. Thecity shall combine the “toilet revolution” with the implementation of the ruralrevitalization strategy to improve the village living environment.

In order to promote the “toiletrevolution” in rural area, the Municipal Health Commission set up a specialleading group and a technical guidance office, jointly issued the Three-Year Plan (2018-2020)) for theImplementation of the Village Public Toilets and Farmers' Harmless Toilets inJingzhou City with the Municipal Agriculture Department, further clarifiedthe tasks of each county and district. It was proposed that the transformationof farmers' harmless toilets should be the focus, coordinating with theconstruction and renovation of the public toilets in urban area, township, ruralarea, transportation and tourist attractions; strive to fully complete 485,600 farmers'harmless toilets and 1,505 rural public toilets by 2020.

According to Dong Juntao, director ofJingzhou PHCCO, the town and township personnel involved in rural toilet reformin all counties and districts had been trained. Monthly supervision was carriedout and the supervision result was open to the public. All problems found wererequired to be rectified within a time limit.

As of the end of October this year, thecity had built 64,234 farmers’ harmless toilets and completed 89.5% of theprovincial assessment target; built 303 rural public toilets and completed 52.2%of the provincial assessment target. Next, the city will increase thesupervision of the progress of toilet reform and strengthen quality supervisionto ensure the effect.

Dong Juntao said that Jiangling County wasone of the 20 pilot counties of rural toilet revolution in the province.Jiangling County planned to fully complete the goal of rural toilet revolutionthis year. The counties and districts should complete 30% of the task set atthe beginning of the year, and fully complete the goal by 2020.
