Forty-year’s Reform and Opening-up: Added-value of Jingzhou’s tertiary industry grew 34.9 times

The number ofindustrial enterprises above designated size reaches 1,288, with industrialadded-value increasing by 158 times. The proportion of agriculture in totaleconomic output drops from over half to around 20%. During the past forty yearsof reform and opening-up, Jingzhou has always been committed to optimizing theindustrial structure in the course of economic development while a large numberof pillar enterprise have risen up. The degree of industrialization hasimproved. “Telling stories of the past forty years”, let’s have a look at theachievements of tertiary industry.

In 1978, thethree industrial structures of Jingzhou were 51:30:19. Agriculture accountedfor more than half of the whole economic aggregate. In 2017, its GDP was RMB192.218 billion and the three industrial structures were 20.3:44.1:35.6. Theproportion of agriculture in the whole economic aggregate dropped to around 20%while the secondary and tertiary industries have gradually become the major enginesof Jingzhou’s economic development.

Since 1978,China has generally introduced the household contract responsibility system inrural areas and the enthusiasm of rural forces has been tapped. For fortyyears, the development of Jingzhou’s agricultural economy has transformed from beingmainly relying on single agriculture industry in the past to the integrateddevelopment of agriculture, industry, and commerce. The development ofagricultural industrialization, the operation of agricultural scale, andre-structuring of agriculture industry has been deeply promoted.

Jingzhou’s grossoutput value of agriculture rose from RMB 1.074 billion in 1978 to RMB 70.217billion in 2017, increasing 6.1 times with an average annual growth of 5.1%.The Jingzhou’s agriculture has gradually transformed from traditional small-scaleto modern large-scale agriculture, and the agricultural system has transitedfrom single and one-way to diverse multiple-way agriculture.

In 2017, thetotal grain output of Jingzhou was 4,703,300 tons, growing 106.1% compared tothat of 1978; the total oil production was 446,400 tons, increasing 20.5 timescompared to that of 1978. There were 3,745,000 hogs, increasing 3.34 timescompared to that of 1978; and the output of aquatic products was 1,097,700tons, increasing 66.3 times compared to that of 1978.

Over the fortyyears of reform and opening up, Jingzhou’s industry has gone through thestate-owned enterprise system reform, innovation and improvement and finallyrealized the transformation of economic system. It has set up an industrialsystem of various forms of ownership including state-owned, collective,joint-stock system, Hong Kong-Macao-Taiwan, foreign investment, and privatebusinesses. In 2017, Jingzhou’s industrial added-value increased 158.4 timescompared to that of 1978 with an average annual growth of 13.9%. The number ofindustrial enterprises above designated size reached 1,288, including onecompany with an output value of more than RMB 10 billion, five of more than RMB5 billion, and 32 of more than RMB 1 billion.

From 1978 to 2017, the added-value ofJingzhou’s tertiary industry has risen from RMB 327 million to RMB 68.451billion. If calculated at comparable prices, it has increased 34.9 times withan average annual growth of 9.6% while the proportion of service industry inGDP increased from 19% to 35.6%.
