Jingzhou’s Economic System Restructuring Runs Smooth, With 26 Tasks Completed

It is known fromthe Jingzhou Steering Group Meeting on Economic System Restructuring that 26 projectson Jingzhou’s economic system restructuring list in 2018 have been completed, basicallyreaching the annual goals, including three state-level pilot projects and two provincial-levelpilot projects.

The policy of“cutting overcapacity, reducing excess inventory, deleveraging, lowering costs,and strengthening areas of weakness” has been promoted. The mission of cuttingovercapacity and reducing excess inventory has been finished, achieving anequity-related financing of more than RMB 1 billion. The comprehensive cost ofenterprises has continued to drop, alleviating burdens of more than RMB 2.5billion. It takes solid steps to improve areas of weakness by focusing on tenmajor engineering projects in three years from 2018 to 2020 with an overallinvestment of more than 500 billion.

Reform of theinvestment and financing system has been greatly advanced. The approval time ofengineering project application, and company establishment and operation isreduced to 99 working days and within 4 working days respectively. The policyof “38 certificates into one” takes the lead in Hubei Province, and 31 PPPprojects have been settled down in Jingzhou with an overall scale of RMB 30.165billion, with the number and scale ranking the second and the forth in HubeiProvince respectively. Major experience was shared and promoted as a model ofHubei Province at the third session Chinese PPP Forum. A total of RMB 2.15billion enterprise bonds in total involving Jingzhou District, Jianli County,and Ji’nan Cultural Tourism Area have been approved to release.

Solid steps havebeen taken to promote the reform in major fields and at key procedures. Thereform of “done at one time”, “one network”, and “accepting and handling at onewindow” is done with high efficiency. The management system of “one city, threedistricts, and one zone, multiple parks” has been continuously promoted, and“Jingzhou Joint New Material Industry Park” is set up. State-level andprovincial-level innovation platforms such as Star Innovation Space, MassInnovation Space, and scientific and technological company incubators have beengrowing, and Hubei Technology Exchange Jingzhou Branch was officiallyestablished at Yangtze University.

The pilot projectsin the province have been gradually promoted. The exemplary role of JingzhouEconomic and Technological Development Zone in transformation and upgrading hasbeen strengthened. The port cargo inspection time has been reduced to 3minutes. The provincial-level service industry comprehensive reform pilot ofJingzhou District and the pilot of Songzi and Jianli supporting migrant workersto return home to start business based on new-type urbanization has been pushedforward steadily. The Jiangling County Museum collections have been 100%digitalized.

The meeting alsoplans the economic system restructuring work in 2019, putting forward therequirements that all member units should highlight the supply-side structuralreform as the guideline throughout the process and all links of economic systemrestructuring, and fully carry out all tasks in stage in accordance with therequirements of the project and construction. Moreover, all should leveragetheir own advantages, improve areas of weakness, and create qualified productsof reform. It is suggested to study policies, make careful analysis, improvethe capability of reform, take reference from practices, focus on major fields,and intensify the efficiency of reform. The meeting stressed that, whenformulating city-scope policies, all should find the connection point to stress“common advantages” as well as “local advantages”, and further enhance theeffectiveness of reform and improve public satisfaction.
