At the two municipal sessions last year, Yu Bo, a member of the CPPCC Jingzhou Municipal Committee submitted aproposal titled Speeding up the Smart CityConstruction of Jingzhou, drawing great attention from the CPC JingzhouMunicipal Committee and the Jingzhou Municipal People's Government. Through the"Jingchu Cloud" platform, Jingzhou has accomplished theco-construction and sharing of city data, and striven to improve the level ofpublic service informatization.

Jingzhou has taken smart cityconstruction as the strategic orientation of speeding up economic developmentand transformation, launched the "Jingchu Cloud" project in March2017, completed machine room construction in three months and launched theplatform for trial operation as scheduled. However, Jingzhou's smart cityconstruction is still at the start-up stage, which lacks a mature and stable businessmodel.

"Jingchu Cloud" is aleading and core project in "Smart Jingzhou" construction. The governmentpurchases services and allocates platform hardware resources to Jingzhou's informationsystem projects, to meet Jingzhou's need for secure cloud computing resourcesof storage, calculating and network, and accomplish the co-construction andsharing of city data. In October 2017, "Jingchu Cloud" went intooperation after passing the assessment of Class 3 security protection."Jingchu Cloud" has deployed 109 application systems and the cloudingof counties, cities and districts in Jingzhou is under way. There are currentlymore than 40,000 sharable traffic monitoring poles, lamp poles, bus stops andsafe city monitoring poles in Jingzhou. Jingzhou's communication infrastructurehas improved, with fiber network accessible to all 1,054 administrativevillages in Jingzhou.

Besides, Jingzhou has graduallyput public services into practice. The urban public information platform and "CitizenHomepage" have been launched. The projects of smart agriculture, smart healthand smart museology have passed expert reviews; the technical schemes are beingprepared for the projects of smart travel, industrial cloud, grid managementand service platform upgrading, smart education, smart construction site, smartwater system and smart transportation.

At the next stage, Jingzhou willstrengthen the instruction in the preparation of technical schemes for keyprojects, to ensure the clouding of all systems of counties, cities, districtsand municipal departments by late 2019. Based on "Jingchu Cloud", supportedby the data sharing and exchange platform, Jingzhou will integrate governmentdepartment resources, build a public service platform and keep improvinggovernment services.
