Two provincial sessions: "Jingzhou elements" in provincial government work report

What "Jingzhou elements" and "Jingzhou opportunities"are contained in the government work report delivered by Wang Xiaodong,Governor of the People's Government of Hubei Province at the opening session ofthe 2nd Meeting of the 13th Provincial People's Congress?

The part reviewing the work in 2018 accounts for 25percent of the government work report only, but the report mentions Jingzhou inthree aspects. In the aspect of "innovation-driven development", thereport notes that three national high-tech zones were established in Hubei in2018. One of them is Jingzhou High-tech Industrial Development Zone inauguratedon March 30, 2018. In the aspect of "implementing the development strategyof the Yangtze River Economic Belt", the report notes that Jingzhouadvanced the harnessing of three rivers, five lakes, six reservoirs and other valleys,and strengthened water source protection. Segments of one of the "threerivers"-Yangtze River in Jingzhou roughly account for 50 percent of allsegments in Hubei; one of the "five lakes"-Honghu Lake has improvedin ecological environment year by year.

The CPC Jingzhou Municipal Committee and the JingzhouMunicipal People's Government invested heavily in water source protection,terminal relocation and illegal terminal regulation, worked practically andachieved encouraging results, said Zhang Qin, Member of the CPPCC HubeiProvincial Committee.

In the aspect of "pooling strength for high-qualitydevelopment", the report notes that the economic aggregate of Jingzhou andHuanggang is expected to exceed 200 billion yuan. After Jingzhou's economicaggregate exceeds 200 billion yuan, Jingzhou will play a leading role inmulti-polar development and provide strong regional support for Hubei'seconomic development.

The report plans the work idea and key tasks for 2019,and several strategies set forth in the report create opportunities forJingzhou. Referring to "continuing to expand effective investment",the report mentions Jingzhou's coal reserve base. It is expected that thecrossing of Menghua Railway and Yangtze River Golden Waterway will bring about tangibledevelopment results. Referring to "pushing for high-level opening-up morevigorously", the reports mentions "China-Germany Jingzhou EcologicalDemonstration City" and underlines "high-level construction".Through opening to the outside world, carrying out international cooperationand integrating relics protection with new green city construction, Jingzhouhas provided experience for promoting the export-oriented development of Hubei.

It is inspiring that the construction of Jingzhou'sChina-Germany Ecological Demonstration City has been included in the scope ofprojects preferentially supported by the provincial government in 2019, saidJiang Mingyan, a deputy to the Hubei Provincial People's Congress. The reportalso mentions the construction of Menghua Railway and relics protection.

The report calls for efforts to speed up the creationof the regional and industrial layout of "one-chip drive, two-belt supportand tri-zone coordination". One of the "two belts"-Yangtze RiverGreen Economy Belt and Innovation-driven Development Belt and one of the"three zones"-Jianghan Plain Rejuvenation and Development DemonstrationZone accord with Jingzhou's actuality of accelerated and high-quality development,and show high gold content.

Jingzhou will make great efforts on the expansion,adjustment, planning and environmental impact assessment of Jiangling EconomicDevelopment Zone, and focus on advancing the coal gasification project of ChinaThree Gorges Corporation and the new coal chemical project of KingboardHoldings Limited, Hong Kong, to build Jiangling into a new economic growthpoint of Hubei, said Han Xu, a deputy to the Hubei Provincial People'sCongress.
