Jingzhou Brought in a Total Investment of 36.9 Billion Yuan to Solve its “Three Rural Issues” in 2018

Itis reported from the municipal rural work conference held on February 25 thatin 2018 Jingzhou worked diligently to implement the strategy of rural revitalizationand reform the structure of the agricultural supply side. Ultimately, the citydid a satisfactory job in solving its “three rural issues.”

Therural revitalization work is gaining momentum. Jingzhou attracted 416 township projects,with a total investment of 8.5 billion yuan. Seventy-five agricultural projectsboast investment of over 100 million yuan each, with a total investment of36.92 billion yuan. Twenty-seven villages were added to the list of pilot villagesfor rural construction at provincial level, bringing the total to 70. WeishuiTown of Songzi City was listed as a national characteristic town; Qujiawan Townof Honghu City was evaluated as a provincial characteristic town; ZhangmuxiVillage of Songzi City was regarded as a beautiful leisure village in China; theNew Immigrant Village of the Jingzhou Economic and Technological DevelopmentZone was selected into the 8th batch of national demonstration villages; andWanquan Town of Honghu City was listed as a national demonstration town foragricultural industries.

Effectivenessin fighting poverty is obvious. The annual poverty reduction plan was completedas scheduled. Fifty-three poor villages and 48,767 people were successfullylifted out of poverty, with the rate of poverty dropping to 1.92%. Financialfunds amounting to 2.112 billion yuan were invested in poverty alleviation,driving 32,142 poor households to work nearby; micro-credit loans totaling 656million yuan were granted 10,180 households for poverty alleviation, putting anend to dropping out of school at the stage of compulsory education due topoverty; basic medical insurance and major illness insurance achieved fullcoverage for poor households; 11,075 dilapidated houses were renovated; and 448people who violated discipline or regulations in poverty alleviation werepenalized.

Agricultureis making steady progress. The total grain output was 4.734 billion kilogramsfor the whole year, up 30.5 million kilograms compared with 2017. The “green”industry developed rapidly. The area of retooning rice increased by 242 sq.km,and the total area of rice and shrimp production increased by 305 sq.km. Gong’an’sgrapes and Honghu’s aquatic vegetables were established as characteristicagricultural products in Hubei Province. The output of crayfish was 350,000tons, accounting for 50% of the whole province and 30% of the whole country;99.7% of agricultural products were qualified in quality and safety, ranking inthe forefront of the province. Gong’an County’s grapes, Honghu City’s lotus sprouts,Jingzhou’s fish cakes and Honghu’s clear water hairy crabs were included in thelist of provincial key brands.

Theecological environment is gradually improving. The demonstration area for thegreen control of main crops reached 1242 sq.km, with a coverage rate of 11.7%. Inthe forbidden area, 299 livestock and poultry farms were closed down and 1,047farmers below the scale were relocated. Songzi was selected the 1st batch ofdemonstration counties for the green development of animal husbandry in China. Thecity saw 104 newly renovated township sewage plants and pipeline networkprojects, 94,000 newly built harmless household toilets, and 4-sq.km precisely reclaimedwasteland. Twenty-two lakes were restored, which led to an increase of the lakearea by 23.6 sq.km. About 75,212 km of water channels were clean up and thereservoir area reached 48.5 sq.km.

Theprimary, secondary and tertiary industries are being integrated at a fasterpace. The number of large-scale agricultural product processing enterprises reached491, with an output value of 97.915 billion yuan, an increase of 9.61%, and accountingfor 44.14% of the output value generated by large-scale enterprises; and thetax payments totaled 2.088 billion yuan, accounting for 33.19% of the industrialtotal. The city established 1 national demonstration county for leisureagriculture and rural tourism, 2 national tourist towns and villages withcharacteristic landscapes, 2 provincial tourist towns, 9 national touristvillages and 10 provincial demonstration sites for leisure agriculture. The 8counties, municipalities and districts established specialized institutions forrural e-commerce, with 188 enterprises engaged in agricultural e-commerce and 1,009e-commerce service stations at village level.

Infrastructureis continuing to improve. Jingzhou saw about 267 sq.km of new high-standardfarmland, invested 1.616 billion yuan in irrigation works and completed 80% ofthe total investment in the embankment reinforcement projects of Changhu andHonghu lakes; provided safe drinking water for 18,000 people in poverty, invested780 million yuan in rural power grids; invested 700 million yuan in rural roadconstruction, with the total length of newly constructed, reconstructed andexpanded rural roads up to 2,126 km; constructed 30 new rural road bridges, renovated70 dilapidated rural bridges and built beautiful rural roads totaling 1,000 km.

Ruralreform is continuing to be deepened. The registration and certification of theright to the contractual management of rural land was basically completed, with99% of the contracted farmers certified. The number of new-type agriculturaloperators and family farms ranked first in the province. Villages with a collectiveoperating income of more than 50,000 yuan accounted for 98.7%, with an averageincome of 158,100 yuan. New models, such as “Gong’an Sanshe” and “Shishou’sCollective Wealth,” were popularized throughout the province.
