Accordingto a source from the Jingzhou Municipal Bureau of Civil Affairs, this yearJingzhou will deepen the reform of "delegating powers, streamliningadministration and optimizing services", continue to advance theconstruction of urban and rural senior care facilities, and vigorously develophome and community-based senior care services, in an effort to make beds insenior nursing institutions run or operated by Jingzhou's social forces accountfor more than 40 percent of all beds in Jingzhou's senior nursing institutions,and the coverage of urban and rural home and community-based senior care facilitiesaccount for more than 95 percent and 65 percent respectively.

Jingzhouhas further improved its senior care service system, loosened the policy environmentfor the development of the senior care industry, and strengthened the safeguardof elderly rights and interests. Currently per 1,000 elderly people in Jingzhouhave 33 beds in senior nursing institutions, the coverage of urban and ruralcommunity and home-based services exceeds 85 percent and 55 percentrespectively, more than 80 percent of senior nursing institutions haveconcluded medical agreements with surrounding hospitals and community medicalcenters, and there are a total of 4,120 beds in medical & nursing institutions.Jingzhou has preliminarily established a system of subsidizing old-age anddisabled elderly people, and issued total subsidies of 3.7327 million yuan to 5,801old-age and disabled elderly people with a coverage ratio of 50 percent.
