Recently the Jingzhou Municipal Work Safety Commission has printed andissued the Notice on Further Urging Enterprises to Perform the Subject Responsibility of Work Safety, innovativelyproposing the "20 Articles onEnterprises' Subject Responsibility of Work Safety". This is the firstinnovative management measures of Hubei Province.

The "20 Articles onEnterprises' Subject Responsibility of Work Safety" specify theperformance of enterprises' subject responsibility, include explicit provisionson the legal establishment, institutional building, safety institutions,potential hazard identification, emergency rescue and safety investment, andrequire that enterprises must establish 16 work safety systems including worksafety meeting system, work safety education and training system, work safetyassessment and reward & punishment system, etc.

The "20 Articles onEnterprises' Subject Responsibility of Work Safety" note that heads of productionmanagement entities, persons in charge of work safety, safety directors andwork safety managers should have the capabilities of work safety knowledge and managementrelevant to production management activities. The above-mentioned personnel ofhigh-risk production management entities should be qualified through assessmentby departments responsible for work safety supervision and management.Enterprises may conduct target hitting of work safety standardization inaccordance with the articles which are also the basis of inspecting whether enterpriseshave performed the subject responsibility of work safety.

The Office of Jingzhou Municipal Work Safety Commission required thatJingzhou's regulatory departments should conduct regulation in accordance with the"20 Articles onEnterprises' Subject Responsibility of Work Safety", on the basis ofexperience and foundation of “quantizing assessment” in 2018, practically urge enterprises to perform the subject responsibility of worksafety, conduct comprehensive supervision over enterprises in variousindustrial fields and order enterprises failing to implement the responsibilitylist properly to make correction within specific time limits prior to June 30,2019, severely punish enterprises not up to standards through reexamination aftermaking correction, and conduct strict regulation and law enforcement.
