Driving force conversion sped up for Jingzhou's high-tech industries making up half of total industrial output value above designated scale

According to statistical data recentlyreleased by Jingzhou, in the first half of 2019, the total output value ofJingzhou's high-tech manufacturing was 53.359 billion yuan, accounting for 51.3percent of Jingzhou's total industrial output value above the designated scale,up 15.5 percent year on year; the added value of Jingzhou's high-techindustries was 15.381 billion yuan, up 9.6 percent year on year, ranking 7th inthe province. "The output value of Jingzhou's high-tech industries accountedfor over 50 percent, the driving force conversion of Jingzhou's industries wassped up and the agglomeration effects of new driving forces wereemerging," said a head of the Jingzhou Municipal Bureau of Statistics(JZBS).

Some high-tech enterprises inject surgingpower

In early September, Hubei Daily's all mediareporters visited a few high-tech enterprises in Jingzhou, including FourthMachinery Works, W-Olf Photoelectric Technology and Feilihua, seeing theirworkshops busy with production. "Though economic situation is still grimthis year, they remain tough," said Sun Wen, Deputy Director General of theJingzhou Science and Technology Bureau. While applying for the title of hiddenchampion, the Jingzhou Bureau of Economy and Information Technology found that4 of 83 hidden champion enterprises in Jingzhou had managed to be number one inthe country: the cementing and fracturing equipment of Fourth Machinery Works foroil drilling, the steering gear of Henglong, the environmental sampler of HubeiWan'an and Diethyl methyl phosphate of Honghu Yitai Technology. Over 60enterprises ranked first in the province in the market share of singleproducts.

There are currently 2 provincial industrialtechnology research institutes (Hubei Provincial Research Institute ofAquaculture Technology, Hubei Provincial Research Institute of OilfieldChemistry Technology), 29 provincial engineering technology research centersand 42 school-enterprise R&D centers in Jingzhou, ranking top in theprovince.

The output value of Jingzhou's high-techindustries grew rapidly in 2019. Sun attributed the growth to the statistical systemreform. Jingzhou made statistics of high-tech enterprises and high-tech productenterprises before the reform, made statistics of high-tech enterprises onlyafter the reform, and included strategic emerging industries, high-techindustries and IP-intensive industries into statistics. The number of Jingzhou'shigh-tech enterprises subject to statistics has risen from 294 to 416, with theoutput value of Jingzhou's high-tech industries growing correspondingly.

High-tech industries become key push fordriving force conversion

While analyzing the contributions to thegrowth of Jingzhou's industrial output value in the first half of 2019, JZBSdiscovered that most of the top 10 contributors are high-tech enterprises suchas Midea Refrigerator, Kaile Quantum, Kaile Technology and JoinhandConstruction Machinery.

A synchronous analysis suggested that, in thefirst half of 2019, the top 15 industries in the added value of Jingzhou's top15 industries accounted for 92.4 percent of the total added value of Jingzhou'sindustries above the designated scale, and contributed 10.3 percent to thegrowth of Jingzhou's industrial output value. According to a head of JZBS, thechange in the proportion of industrial added value shows that the internaladjustment of the industrial structure was speeding up, high-tech manufacturingand emerging industries were becoming the key push for economic growth, and thepositive role of new driving forces in pulling the economy was expandinggradually.

According to the head, 5 of the top 15industries, including chemistry, electronics, special equipment and electric power,contributed more than 1 percent to the growth of industrial out value, comparedto the same period of 2018 when only 2 industries contributed more than 1percent to the growth of industrial output value. "The expansion of contributingindustries shows that new driving forces are taking shape gradually, andparticularly, the continuous high contributions of electronic equipment andpower supply show that emerging industries have become the main forces for thehigh-quality development of Jingzhou," said he.

The driving force conversion was moresignificant at the enterprise level. 8 of the top 20 enterprises in outputvalue in the first half of 2019 are new enterprises, and 8 enterprises intraditional industries among the top 20 last year, including Sanonda, PamaPaper and Hongkai Industry & Trade, exited the top 20 list. "Thechanges in the rankings of large enterprises show the conversion of powersources for Jingzhou's industrial development," said he.

Amply reward outstanding enterprises to boosthigh-tech industries

As the main battlefield for Jingzhou's industrialdevelopment, Jingzhou Economic & Technological Development Zone (JZETDZ)has the most high-tech enterprises. The Administrative Committee has releaseddocuments to promote innovation-driven development for three consecutive yearsand amply rewarded enterprise innovation.

According to He Song, Chief of the EnterpriseSection, High-tech Bureau, Administrative Committee of JZETDZ, JZETDZ releasedthe Opinions on AdvancingInnovation-driven Development in 2017 to earmark 30 million yuan annuallyas the innovation drive fund, and rewarded 99 enterprises with a sum of 23.415million yuan; in 2018, JZETDZ released the SupplementaryOpinions on Promoting Innovation Drive and rewarded outstanding enterpriseswith a sum of 46 million yuan; in 2019, JZETDZ released the Measures for Promoting the Rapid and HealthyDevelopment of the Private Economy, and set up the "Annual InnovationDrive Award" to reward 126 enterprises including Feilihua with a sum of57.4214 million yuan. "From over 20 million yuan to over 50 million yuan,we rewarded enterprises in cash to boost their innovative development,"said he. So far there are 59 high-tech enterprises in JZETDZ, which achieved atotal output value of 15.224 billion yuan in the first half of 2019, accountingfor 70.56 percent of JZETDZ's total industrial output value.

In May 2019, the Jingzhou Municipal People'sGovernment released the ImplementationOpinions on Strengthening the High-quality Development of Technology Innovation,worked out specific opinions on high-tech enterprise cultivation, enterpriseinnovation, technology achievement transformation and innovation platformbuilding. "Currently Jingzhou, which signed a framework agreement inAugust, is building a petroleum technology city based on Yangtze University andpetrochemical equipment manufacturers," said Sun, adding that the petroleumtechnology city will significantly drive the technology innovation, high-techindustry development and industrial transformation of Jingzhou.
