In recent years, the Jingzhou Real Estate Registration and Trading CenterDevelopment Zone Office has been dedicated to saving the public’s time in errand-runningthrough promoting once-for-all service, deepening the reform indecentralization, innovative supervision and optimizing service, fully tappingpotentials of work efficiency, and simplifying the approval process. Except forthe business that needs publicity, the processing time of all the otherbusiness is reduced from originally 20 workdays to five workdays.

At the Jingzhou Real Estate Registration and Trading Center DevelopmentZone Office, a staff member surnamed Yang from an enterprise has to registerfor six architectures newly built. Due to unfamiliarity with the business, heencountered lots of setbacks when preparing for all materials required.However, under the help of staff at the Development Zone Office, hesuccessfully obtained the real estate certificates of registration for hisenterprise. Except the time spent on preparing materials, Yang only spent threedays in dealing with the real estate registration at the Development ZoneOffice. Since real estate registration was implemented in Jingzhou in April 2015,Jingzhou Real Estate Registration and Trading Center has continued optimizingand simplifying the business procedures. As a department that deals with businessfor a majority of industrial sectors in the city, the Development Zone Officehas been engaged in doing “subtraction” to save time. Since April 8 this year,the whole registration process has been simplified into three steps –application, paying tax and getting the certificate. As to registration typessuch as forenotice, cancellation, and sealing-up, they only need two steps ofapplying and getting the certificate. The previous 20 workdays needed to finishthe procedure was first reduced to one to nine workdays and now to fiveworkdays through providing “one-window-for-all service”, “extended windowservice”, “one-city-for-all service” and “opening green channels”. 

Meanwhile, the Jingzhou Real Estate Registration and Trading CenterDevelopment Zone Office has also done “addition” by exploring “Internet + RealEstate Registration” and increasing self-service office equipment. It has launched“online registration” service through the WeChat platform, which supports “onlineapplication, online verification, face-to-face inspection and immediatecertificate picking”. The measure has extended the physical window service toonline service, made online and offline service complement each other, useddata to replace people in errand-running, finally helping the public realize“once-for-all” registration.

The workefficiency has enhanced as the workflow is optimized. Since the beginning ofthis year, the Jingzhou Real Estate Registration and Trading Center DevelopmentZone Office has accepted more than 22,000 registration transactions, with itsbusiness volume increased by 10% compared with the same period of last year.
