Jingzhou implements "Talent Return" Project to comprehensively advance "Six One" Action Plan

Jingzhou has released the implementation planfor "Talent Return" Project, to attract entrepreneurs, graduates,rural migrant workers, scientific and technical personnel, as well as retireesin political, business, scientific and educational circles ("fivegroups") born in Jingzhou to return to Jingzhou, thereby promoting theeffective connection of development elements such as fund, technology, talent, humanrelations, project and information to rural resources, advancing theintegration of talent introduction and investment promotion, and establishing anew mechanism for the integrated development of urban areas and rural areas.

Jingzhou aims to build a livable,commerce-friendly and tourist-friendly city attracting human resources, andcreate a favorable prospect of talent return, capital backflow, technologyconcentration and enterprises prospering Jingzhou. From 2019 to 2021, Jingzhoumobilized all social sides to get involved, basically established anorganizational leadership system, policy support system and public service systemof "talent return" integrating four levels (city, county, township,village), and comprehensively advanced "Six One" Action Plan: establishingan online return service platform, cultivating a number of startup enterprisesand individuals, creating a number of provincial demonstration counties for returneeentrepreneurship, absorbing 10,000 returning talents annually, establishing atleast a demonstration park for returnee entrepreneurship in each county (city,district) and forming a system of encouraging sages to return for living.

Jingzhou will develop a human resourcedatabase for “returning talents”, build a startup park for returning talents,establish a startup project library for returning talents, integrate and packsupport policies for returning talents, integrate startup elements andresources for returning talents, provide targeted public employment and startupservices for returning talents, build a startup service expert team forreturning talents, strengthen returning talent guidance, establish a mechanismof outward presentation and talent backflow, and organize the selection andexhibition of return talents' achievements.

The Jingzhou Municipal People's Government willinclude the "talent return" work into the objective and responsibilitymanagement assessment system for top leaders of county (municipal, district) governments,and advance the "talent return" work system by level and system. TheJingzhou Municipal Office of Employment Leadership Group should strengthen workcoordination, improve the mechanism of work supervision and notification, findout the situation of relevant responsible units and counties (cities,districts), exchange experience and point out deficiencies to advance work inan all-round way.
