【Targeted Poverty Alleviation】Doctor Hu’s Efforts to Mitigate Poverty, Papers on the Frontline of Poverty Reduction

Being a cadre of the Party School ofJingzhou stationed at the poverty-reduction team of Heiwawu village, Xiaohekoutown, Shishou, Hu Peng is appraised as the First “Fighter Against Poverty” atthe first event in Jingzhou. In 2016, graduating from Central Iron & SteelResearch Institute with a doctoral degree, Hu Peng gave up the attractiveremuneration in Beijing and came to work at Jingzhou, carrying his aspirationsto build the rural area, serve communities at the grassroots level and enablemore people to lead a better life. Over recent years, he has been at the frontline of poverty alleviation, keeping building up his party spirit and forgingahead towards his ambitions. 

During the late autumn, it is colder dayby day. Yet, Qiu Jintian, of a poverty-stricken family of Heiwawu village, Xiaohekoutown, Shishou, feels warm inside. Weathering the storm, Hu Peng and hiscolleagues have come to Qiu’s home to tell him about the latest medical policiesto mitigate poverty. They had conducted countless visits as such.

Initially a doctor ofiron research and now at the frontline of poverty reduction, Hu Peng is always inthe habit of learning, researching and thinking. Having studied for numerousevenings, Hu Peng has become familiar with those medical policies to mitigatepoverty for targeted poverty alleviation. In 2018, due to “four in one” medical policy,medical expenses totaling RMB 388,000 have been reimbursed for poverty-strickenhouseholds in Heiwawu village. As a result, poor patients are hospitalized withonly RMB 241 per person at their own expense.

Better equipped with the theoreticalknowledge, Hu Peng is thereby able to find new ways to help the village to getrid of poverty. Committed to industrial development and based on surveys andresearch, he recognizes the industrial and resource advantages of the village,thus formulating the five-year plan and industrial development scheme forpoverty reduction at the village level. Taking the precise measures, thevillage witnesses the intercropping of crayfish and rice as well as poultryraising at one’s yards. More and more poor families reap benefits and thevillage is putting on a better appearance. 

The efforts to fight against poverty donot always pay off as expected. This year, a growing number of villagers getinvolved into the breeding industry as many have become rich in this way, onlyto meet a saturated market. In accordance with the practical changes, Hu Pengconducts the survey, collects advice from villagers and delivers an accurateand practical report at the opportune moment.  

Villageafter village, Hu Peng has come up with “seven-point” working principles basedon his three-year at Heiwawu village, facilitating the poverty reductionefforts in a sound and effective manner. Based on the industry-based efforts toreduce poverty, green poverty alleviation and the elderly care in rural areasamong other issues, Hu Peng has produced several academic papers. Also, heshared his experience at the Fifth Yangtze Economic Forum and JingzhouPoverty-Alleviation Training Sessions. His theoretical and institutionalexploration has helped facilitate poverty alleviation, ecological building and socialcauses, receiving wide praises. 

Happy to enjoy the prosperity of bigcities, one can regard the simplicity with equanimity in small villages aswell. Despite his background in Beijing, Hu Peng is, heart and soul, helpingHeiwawu village to get better.
