Located in the Yangtze River Economic Belt, withrich transport resources such as Jingzhou Airport, Mongolia-Central ChinaRailway, high-speed rail, highway and port, Jingzhou enjoys strong advantage inpublic infrastructure. Amid innovation guidance and driving force conversion, toseize major opportunities and accomplish great development in the new era,Jingzhou must improve its business environment. At the two national sessions inearly 2019, Zhou Xiaoxi, Member of the CPPCC Jingzhou Municipal Committee,submitted the Proposal on FurtherImproving Jingzhou's Business Environment that topped the list of the 10key proposals of the CPPCC Jingzhou Municipal Committee this year. In hisproposal he suggested improving business environment with focus on equity, costreduction and supply, and making Jingzhou's enterprises dare to invest,innovate and lead, to promote the high-quality development of Jingzhou'seconomy.

Since the beginning of this year, with thegoal of improving business environment, Jingzhou has focused on advancing thereform of "Internet + government service", made great efforts on the constructionand application of government service network, endeavored to improve governmentservices and built top business environment in Hubei. In enterprise service, withfocus on 12 key indicators including business startup, construction permit,property registration, water, electricity and gas access, credit access, governmentservice convenience improvement, unified regional evaluation, Jingzhou hasstrengthened supervision, made up deficiencies, enhanced weaknesses andimproved overall level. To date Jingzhou has preliminarily accomplished thecompletion of offline business registration within one day, the completion of generalregistration and mortgage registration of real estate within 5 days, as well asthe free mailing and duplication of documents, free seal engraving and freedrawing review in government services. Jingzhou is expected to save a totalcost of 30 million yuan for enterprises and the masses annually.

Besides, Jingzhou has implemented the"tax and cost reduction" policy to practically ease enterprises'burden, and urged departments at all levels to implement the national policy of"tax and cost reduction". In the first half of 2019, Jingzhou saved atotal cost of some 1.5 billion yuan for enterprises.
