In recent years, Jingzhou has initiatively converted driving forces for development, actively developed the petroleum equipment industry, vigorously promoted technological innovation and industrial transformation, and significantly changed its industrial structure. According to incomplete statistics, Jingzhou's industries, including petroleum machinery, petrochemical equipment, petrochemical and petroleum information, have a total annual output value of over 30 billion yuan and a total of 28,000 practitioners. Jingzhou's petroleum machinery industry cluster and petroleum equipment manufacturing cluster have taken shape, Jingzhou has played an industrially leading role in some petroleum equipment and technologies, and some major equipment of Jingzhou has been up to international and domestic leading standards. Affected by the economic downturn, Jingzhou's petroleum equipment manufacturing is still restricted by deep-seated problems such as low product competitiveness, low technology content, low added value, low risk resistance capacity and weak overall competitiveness.

Since the beginning of this year, the Jingzhou Municipal People's Government has attached great importance to the building of Jingzhou Petroleum Technology City, created a work pattern of domination by the municipal government, initiation by the Jingzhou Science and Technology Bureau and involvement by relevant departments, and initially worked out a pattern of cooperation between Yangtze University and domestic major petroleum enterprises with petroleum technology R&D and achievement transformation as core, petroleum machinery, oilfield chemistry and smart oil services as leading industry segments, and the construction of Jingzhou District, Jingzhou Economic & Technological Development Zone and Honghu Fuchang Development Zone as focus. This August, the Jingzhou Municipal People's Government signed a tripartite strategic cooperation framework agreement with Yangtze University and Sinopec Petroleum Machinery Co., Ltd. Besides, the Jingzhou Municipal People's Government released the Opinions on Strengthening Technological Innovation to Lead the High-quality Development of Jingzhou and the Opinions on Promoting the High-quality Development of Innovation & Entrepreneurship, to further optimize Jingzhou's technological innovation & entrepreneurship environment.

Jingzhou has worked out the Plan for Industrial Development in Jingzhou's Petroleum Technology City and the Preferential Policies of Investment Promotion for Jingzhou's Petroleum Technology Industry. The early work of the project of Yangtze University Science Park and the project of Hubei Oilfield Chemistry Industry Research Institute is under way.
