Key Proposal Tracking: Build a Trading Platform to Promote the Development of the Crayfish Industry

There is a saying in China's crayfish industry which goes, "Hubei leads China's crayfish industry, Jingzhou leads Hubei's crayfish industry". Jingzhou's crayfish output was about 300,000 tons, accounting for over 50 percent of Hubei's crayfish output and nearly one third of China's crayfish output. Currently China's annual total crayfish demand was over 1.9 million tons compared to the output of 1.13 million tons. The huge gap has created a greater opportunity for Jingzhou's crayfish industry. At the two municipal sessions of Jingzhou in early 2019, the Proposal on Building "China Crayfish Trade Center" with an Output Value of 100 Billion Yuan, submitted by members of economic sectors at the CPPCC Shanghai Municipal Committee, made an effective proposal on the development of Jingzhou's crayfish industry.

In recent years, the crayfish industry represented by "crayfish-rice co-culture" has developed rapidly because of its huge ecological, economic and social benefits, thus becoming a successful model in Jingzhou's agricultural supply-side structural reform. Currently Jingzhou registers a crayfish culture area of 3.2 million mu, exceeding 50 percent of Hubei's total crayfish culture area and an output of 369,000 tons, roughly accounting for 30 percent of China's total crayfish output. Despite the large output and high quality of Jingzhou's crayfishes, Jingzhou's crayfish industry is still troubled by problems such as scattering of culture area and lack of guidance for deep processing, is yet to form uniform prices, is confused in market pricing, is sufficient in deep processing and R&D, and is weak in preventing and controlling risks.

Aiming at these problems, members of economic sectors at the CPPCC Shanghai Municipal Committee offered countermeasures in the Proposal on Building "China Crayfish Trade Center" with an Output Value of 100 Billion Yuan, suggesting working with local leading agricultural enterprises to create the model of "internet + leading enterprises + regional mutual cooperatives + farmers", and build Jingzhou Crayfish Trade Center Platform, the largest of its kind in China. The proposal also suggesting opening crayfish bank clearing outlets on the platform, focusing on working with leading enterprises, opening loan and deposit accounts, and conducting unified clearing for purchase and sales. This can not only solve funding shortage for the crayfish industry, but also ensure the income security of banks, guarantee companies, core enterprises and farmers, and form a new bank-enterprise reciprocity model of multi-win and shared development.

Following the submission of the proposal, the CPPCC Shanghai Municipal Committee has attached great importance to the proposal, frequently organized CPPCC members, enterprises and representatives to visit different areas to seek for experience, held bimonthly seminars and made valuable suggestions. A feasibility study report has formed for the construction of the trade platform and been recognized by experts.

At the next stage, the Jingzhou Municipal Bureau of Agriculture and Rural Affairs will, in accordance with the Opinions on Promoting the Development of the Crayfish Industry released by the Jingzhou Municipal People's Government, supervise the implementation of the proposal, and strive to achieve the goal of developing modern fisheries and building a city of freshwater fishing and a strong fishery city as early as possible.
