Jingzhou's 3 key port projects resume, constructors seize time for construction

According to a source from Hubei Communications Investment Group Jingzhou Investment and Development Co., Ltd. on March 26, Jinggang Jiarui Jiangling Petrochemical Terminal, Songzi Cheyanghe Port II and Xindi Bulk Cargo Terminal of Honghu Port, 3 key port projects invested in and constructed by the company, have fully resumed construction. While conducting comprehensive epidemic prevention and control, the project constructors have seized the "prime time" before the flood season, made up time by efficiency and gone all out to speed up project construction.

Port terminals are generally constructed in the dry season of the Yangtze River. Affected by Covid-19 this year, effective construction periods have been shortened. To advance the 3 port projects as scheduled, the constructors have organized construction in a scientific manner and worked against the clock.

Jinggang Jiarui Jiangling Petrochemical Terminal: Conduct scientific organization and work against the clock

With a total investment of 840 million yuan and a designed annual throughput of 3.55 million tons, Jinggang Jiarui Jiangling Petrochemical Terminal is a key national, provincial and municipal construction project based on the major national energy channel-Haolebaoji-Ji'an Railway, as well as a chemical logistics base engaged in liquid chemical storage and transport.

The focus of the project in 2020 is hydraulic construction and land foundation construction. To save the effective construction period before the flood season, Jingzhou organized an expert review of hydraulic construction drawings in ways such as examination by letter and video conference before work resumption. Since after work resumption, Jingzhou has organized the owner, the supervisor and the constructor in time to coordinate with the designer to optimize the pile foundation construction scheme, replace cast-in-place piles with prefabricated piles, save the cost and shorten the construction period. Besides, Jingzhou has increased personnel and equipment input, and worked against the clock to complete hydraulic pile foundation construction, the construction of some pile foundations and earthwork backfilling before the flood season.

Songzi Cheyanghe Port II: Optimize design and accelerate revetment construction

With a total investment of 1.34 billion yuan, Songzi Cheyanghe Port II is a major project in the clustered development of Songzi's harbor industries. The project broke ground in January 2018 and the project has basically been completed.

Songzi Cheyanghe Port II under way needs to be constructed in the dry season of the Yangtze River. Jingzhou has taken back over 60 workers from Chongqing and Enshi by chartered bus and taken them directly to hospitals for physical check-ups. Since the full resumption of the project on March 15, Jingzhou has preferentially organized revetment construction, and coordinated construction teams to share on-site machinery & equipment, to ensure the accelerated construction of the existing working faces. Besides, Jingzhou has coordinated with the designer to optimize design with safety and quality assured, saved the engineering cost and quantity, and shortened the construction period, to lay a solid foundation for completing the revetment works in the dry season in the second half of 2020, and strive for full completion and operation in late 2020.

Xindi Bulk Cargo Terminal of Honghu Port: Set targeted goals, reverse the schedule

Xindi Bulk Cargo Terminal of Honghu Port is a key material supply channel for infrastructural construction in Honghu, as well as an important support for the development of Honghu's harbor industries including logistics warehousing, distribution and processing. With a total investment of some 1.134 billion yuan, the project involves the construction of Xindi Integrated Terminal, Xindi Bulk Cargo Terminal and Yanwo Bulk Cargo Terminal. Xindi Integrated Terminal went into operation in March 2019.

Xindi Bulk Cargo Terminal of Honghu Port under construction was scheduled to break ground on February 9. Affected by the epidemic, the entry of constructors, materials and machinery & equipment has been delayed. With the flood season around the corner, Jingzhou has established a leading group on construction resumption at the earliest possible time, worked out a scientific construction schedule, and gone all out to meet the tight deadline. Since resuming on March 15, the group has designated special staff to keep a close watch of materials supply and report the progress on a daily basis, set targeted goals and reversed the schedule on the basis of conducting prevention and control by all means, and made early arrangements for the workers that have returned to work to speed up front revetment construction.
