From Centralization to Integration, Jingzhou Launches “One Errand for One Thing” Thematic Services

On April 23,it's learned from the Jingzhou Municipal Administration Service and Big DataManagement Bureau that in order to further deepen the reform on delegatingpower, streamlining administration and optimizing government services, andimprove the approval service efficiency, Jingzhou city has issued an Implementation Plan for the Reform on “OneErrand for One Thing” Services in Jingzhou. It aims to promote departmentalcentralization to service integration, and adopt the “one errand” thematicservice model targeting 100 matters, such as running a restaurant, running atravel agency, etc.

“One thing”refers to “a matter” handled by enterprises and the masses, which involves notonly a separate matter, but also “a matter” that is uniformly handled at onewindow through integration and process reengineering of “matters” handled byseveral departments or multiple associated matters. From “walking in one doorand running one errand at most” offline to “one-time handling with one login”online, Jingzhou is gradually shifting from “one procedure for one matter” to“one procedure for one thing”.

A principalfrom the Jingzhou Municipal Administration Service and Big Data ManagementBureau introduced that while continuously improving the offline handlingmechanism, the Bureau has actively developed an online special zone for “onething” package services, aiming to extend offline handling to online handling.Besides, it plans to launch the handling of more matters on Ehuiban, a serviceapp by Hubei government, so as to practically optimize the handling experienceof enterprises and people. “By year end, the “one errand” service regarding thefirst batch of 100 matters is expected to be realized,” the principal added.
