Jingzhou became the first in Hubeiprovince to adopt the riverbank administrator system for the Yangtze River,aiming to protect the ecological environment of the Yangtze River. In theJingzhou section of Yangtze River, there is one riverbank administrator inevery two kilometers. They are not only inspectors, messengers and supervisorsfor the protection of the main streams of Yangtze River and along the twosides, but also housekeepers for the riverbank management of Yangtze River.They are dedicated to safeguarding the Yangtze River wholeheartedly.
Yuan Zhongguo, aged 52, is head of the YuanshiManagement Section of Songzi Office of Jingzhou Yangtze River ChannelAdministration Bureau, as well as a principal of Yangtze River waterfrontmanagement demonstration posts for Party members. As a veteran for riverchannel management, he has insisted on it for 34 years, and the riverbank of16.18 km has witnessed his footprints from youth to oldness.
As the embankment tour is greatlyaffected by weather, Yuan and his colleagues generally start to work at 6:30 inthe morning. Their jobs include flood prevention guards, routine inspections,levee surface maintenance, cleaning, post management, levee slope renovationand forest tending. To set up a green and ecological barrier in regions alongthe Yangtze River, each management section has the annual targets ofafforestation, about 1-200 mu each year, and is only allowed to plant trees butforbidden to cut them. The forest zone Yuan Zhongguo takes charge of has beendeveloped into a demonstration forest for teaching observation.
He told the journalist that riverbankmanagement also applies high technology, such as the Yangtze River in Jingzhouapp through Internet and new technologies, enabling problem reporting torealize automation.
There are four Yangtze River waterfrontadministrators in the Yuanshi Management Section, of which three are aged over50, and work outdoors in two thirds of a year. Each administrator isresponsible for the inspection of river levees of 2 km by foot in winter and byelectric bike in summer. The hard work cannot be described by words. YuanZhongguo, aged 52 though, said with a smile that he is still young and canproceed with his work.
From levee guardians to leveebeauticians, the riverbank administrators of Yangtze River hope to make theriverbank more beautiful and the river clearer through their own efforts.
In October 2018, Jingzhou city became thefirst in Hubei province to implement the Yangtze River riverbank administratorsystem by forming a team of 465 members, including 164 Party members.Meanwhile, the city has actively created demonstration posts for Party members,and established 44 such working groups, becoming the main force for theriverbank guarding of Yangtze River.
This year, the Jingzhou Yangtze RiverChannel Administration Bureau will further amend and improve the dailyassessment method and implementation scheme for riverbank administrators,making their work more targeted and operable. Meanwhile, it plans to purchase abatch of hardware facilities, such as advanced weeding devices and drones, toimprove the hardware condition of riverbank administrators, aiming topractically shoulder its mission of protecting the riverbank of Yangtze River,and ensuring the clearness of the river.
