Jingzhou: Ecological Conservation Releases Bonuses

“Protect theYangtze River for sustainable development.” In the past few years, surroundingits environmental targets and tasks, Jingzhou city has made all-out efforts tocarry out pollution prevention and control, ten landmark campaigns for theprotection of Yangtze River and rectification of environmental supervisionproblems, and achieved remarkable results, constantly giving a boost to thequality of ecological environment.

In May, whengreen trees and red flowers spread all over the city, the epidemic containmenthas become normal. During the May Day holiday, people who have stayed at homefor a long time walked out of their houses to see flowers, view the landscape,and enjoy the beauty of the nature. At the Linjiangxian Park, rows ofwell-proportioned landscape forest belts come into sight. They, accompanied bythe clear river, look very refreshing.

The proportionof good days accounted for 76.4% in Jingzhou city in 2019, according to datafrom the Jingzhou Municipal Bureau of Ecology and Environment. By March 31,2020, the cumulative concentration of PM10 was 70μg/m3 in thecentral urban area of the city, down 40.2% from the previous year; that ofPM2.5 was 47 μg/m3, with a year-on-year decrease of 32.9%; theproportion of good days was 83.5%, up 24.4 percentage points from a year ago.

Besides, thequality of surface water was improved in general in the city last year. Thestandard-reaching rate of water quality for 14 national assessment sectionssurged from 75% to 92.8% last year, with an excellence rate of 85.7%. That fordrinking water sources in cities above the county level reached 100%.

Ecologicalconservation has started to release bonuses. The city is surrounded by greentrees and the beautiful scenery throughout the year, while citizens can seegreen trees by opening their windows, and enter a park as long as they walk outof their homes. In rural areas, through the improvement of living environmentand the construction of beautiful countryside, rural tourism is booming. Inlate April, Jingzhou district launched a survey and experience activity for thedevelopment of rural tourism. Almost a hundred tourists in the travelexperience delegation took three tour buses, and visited various scenic spotsalong the Jingzhou-Dangyang tourist road, such as the Putiquan resort inLianshan Village, Mashan Town, a vegetable theme park in Tongling Village,Balingshan Town, Hengrong Plum Garden, King Chu's Mausoleum, a forest oxygenbar in Shuangyan Village, Chuandian Town, etc.

This year,Jingzhou city will continue to implement ten landmark campaigns for theprotection of Yangtze River, and further push forward actions for theprotection and restoration of the Yangtze River. Through special campaigns,such as “green shield” and “solid waste removal”, the city will furtherstrengthen the traceability screening and renovation of sewage outlets into theriver, implement comprehensive screening and renovation of phosphate mines,phosphor-chemical enterprises and phosphogypsum sites along the Yangtze River,and remove inferior Class V state-controlled sections. Besides, more effortsshould be made to launch more special campaigns for the rectification of blackand odorous waters, speed up the capacity building of domestic sewage collectionand treatment in urban areas, and renovate sewage disposal facilities inindustrial parks at provincial levels and above along the Yangtze RiverEconomic Belt, so as to ensure the stable and standard operation of suchfacilities. Under the guidance of the Hubei Provincial Department of Ecologyand Environment, Jingzhou city will establish a mechanism on the inter-basinriver-lake collaborative protection across the province and horizontalecological compensation, and implement strict supervision and management onsewage outlets and water function areas.
