Good News! Jingzhou Ranks First in Hubei Province in Agricultural Non-point Source Pollution Control

Jingzhou city was recently rated“Excellent” in the assessment of a special campaign on agricultural non-pointsource pollution control in Hubei province in 2019, ranking first by overallrating among the 17 cities and prefectures of the province. In the past few years,in order to improve the ecology and environment of waters, Jingzhou has taken aseries of measures to control the agricultural non-point source pollution,further improved its agricultural ecology and environment, and promoted thegreen development of agricultural production.

The relevant departments at alllevels have made joint efforts to push forward the work for the control ofagricultural non-point source pollution in accordance with the overallrequirements of the Yangtze River protection and the fight for pollutionprevention and control. Jingzhou became the first in Hubei province toformulate the assessment and evaluation method for agricultural greendevelopment goals, which included agricultural non-point source pollutioncontrol in the target responsibility assessment of agricultural and rural work.A special work team of the Jingzhou Municipal Bureau of Agriculture and RuralAffairs has enhanced its supervision and guidance, and implemented a modelfeaturing “scheduling once a month, secret visits every two months, advancementonce a quarter and assessment throughout the year”, aiming to push forward theagricultural non-point source pollution control in an orderly manner.

It’s learned that agriculturalnon-point source pollution pollution features numerous points and wide areas,involving various sectors, such as planting, livestock & poultry,aquaculture, etc. Targeting different causes of pollution, the Bureau has takena series of measures to control and reduce pollution. Jingzhou city has paidspecial attention to the dosage reduction of chemical fertilizers andpesticides, focused on the promotion and application of many new materials,varieties, technologies and models, improved the utilization of chemicalfertilizers and pesticides, and reduced the loss of fertilizers and pesticidesto waters. In 2019, Jingzhou city completed its planning target of 10%reduction in the use of fertilizers and pesticides during the 13th Five-YearPlan period one year in advance. In the fight against the pollution fromlivestock and poultry breeding, all counties, cities and districts haveimplemented compensation funds of 109.8 million yuan, shut down and relocated299 large-scale breeding farms and 1,047 small-scale individual farms in bannedareas. In 2019, the rate of equipping dung treatment facilities and equipmentin large-scale breeding farms was 91.75% across the city, while thecomprehensive utilization rate of livestock and poultry dung resources reached87.83% To promote healthy aquaculture, Jingzhou city has cumulatively builtthree ministerial-level healthy aquaculture demonstration counties and 71ministerial-level healthy aquaculture farms, and developed the ecologicalfarming model featuring crayfish-rice co-cropping and integrated farming of riceand fish, totaling 2.54 million mu.
