Jingzhou Observation of NPC & CPPCC: Pursuing Green Development, and Protecting Yangtze River for a New Era

Thegovernment work report at this year's NPC & CPPCC sessions proposed theadvancement of Yangtze River Economic Belt for the joint protection of theriver. How to turn lucid water and green mountains into invaluable assets,and develop the Yangtze River Economic Belt into an economic belt withhigh-quality development? Jingzhou city is trying to answer this requiredquestion.

Thebig river winds, and green grass grows on levees. Jingzhou, known as “a land offish and rice”, through which the Yangtze River winds, owns a riverbank of 483km, the largest among all cities and prefectures in Hubei province. Meanwhile,it is an important area and barrier for the protection of Yangtze River. Itsspecial location has determined the city's key responsibility and mission ofprotecting the Yangtze River.

At10 a.m., the staff in the Libu port area were cleaning up, disinfecting andclassifying the rubbish on a garbage pickup ship. Currently, Jingzhou city islaunching an eight-month special campaign on ship and port pollution treatment,aiming to address some prominent problems, such as the missing of ship sewagecollection and disposal facilities, illegal discharge of garbage and sewage andincomplete environmental facilities at the port, further improve ship and portpollution treatment facilities across the city, and significantly increase itsgovernance capabilities.

Inthe past few years, Jingzhou has unswervingly fulfilled its green developmentphilosophy, and determined to win the battle for pollution prevention andcontrol. Particularly last year, the city comprehensively implemented the XiJinping thought on ecological civilization, and put the protection of YangtzeRiver on the first place, playing the “song of Yangtze River” in a new era. The2019 annual assessment result of ten landmark battles for the protection ofYangtze River, which was announced a few days ago, showed that along with theship pollution prevention and control, 11 tasks in Jingzhou, including theshutdown, rectification and relocation of chemical enterprises along theYangtze River, urban black and odorous water treatment and agriculturalnon-point source pollution control, were rated excellent, and ranked second inHubei province by total scores.

Additionally,last year, thecity shut down and dismantled 340 piers along the river, returned a riverbankof 55 km, representing 34.7% in Hubei province, and implemented afforestationof 315,000 mu, accounting for 76.1% in the province. In the meantime, the comprehensiveutilization model of channel dredging and sand disposal was promoted in thewhole Yangtze River basin. Jingzhou, with the water quality good rate andcompliance rate of 14 national surface water assessment sections reaching 85.7%and 92.8%, respectively, was approved as one of the second batch of black andodorous water treatment demonstration cities across China.Thewater quality compliance rate of centralized drinking water sources abovecounty levels amounted to 100%. All these data have showcased the city'sresponsibility.

Thisyear, Jingzhou city will continue to implement the Yangtze River protection,advance “double ten projects”, further focus on ecological restoration,environmental protection and green development, and win the battles for a bluesky, clear water and pure land.

Thenext step is to strengthen the industrial economy operation scheduling, enhanceproblem-solving and coordination services for enterprises, pay close attentionto momentum development, industrial planning and project construction, striveto turn negative growth in industrial added value above designated size intopositive one in the first half of this year, and boost the steady operation ofindustrial economy.
