Efforts to build "Jingzhou with Four Excellent Features": Jingzhou Customs Enhances the Convenience of Cross-Border Trade

With the aim to benefit the enterprise, stabilizethe economy as well as further implement the policies issued by the municipal partycommittee and the municipal government for optimizing the business environmentand stimulating market vitality, Jingzhou Customs has given full play to therole of "Internet + Customs" and implemented "online" and"contactless" office policy so as to improve the convenience ofcross-border trade.

At 9:30 in the morning, an importcompany sent a pennant to the customs, which reads, "Best Example inServing Enterprises" at the Jingzhou Customs Office Hall. The company thatsent the pennant, located in Dongfang Avenue, Shashi District, is mainly engagedin the production, processing and sales of fodder. During the pandemic thisyear, it required imported corn from Ukraine and other places to reduceproduction costs. In the process of applying for the qualification of importingcorn, the officials of the Jingzhou Customs offered help and guidance for manytimes so that the application could be granted in just a month.

In order to enable enterprises to resumeproduction and operation, Jingzhou Customs has opened green channels forenterprises to import raw materials and export finished products, and provided24-hour uninterrupted customs clearance services to minimize the impact of the pandemicon foreign trade.

"Single window" is animportant measure to improve the facilitation of international trade. Atpresent, the "single window" of international trade is available for morethan 60 countries and regions around the world. In order to further optimizethe business environment, Jingzhou Customs has greatly increased the coverageof the "single window" in each business module. Through theintegration of declaration projects, customs declaration and inspection can becompleted with only one application, one serial number and one handling order.From January to May of this year, Jingzhou Customs handled the registrations of27 enterprises in a simplified manner. 4 enterprises were granted specificqualifications with only material review and suspended on-the-spot review basedon the promises made by the enterprises. It also optimizes the handling process,as evident by 26 batches of goods inspected without the consignor present, 1425certificates of origin issued and a visa amount of US$ 172 million. In thisway, the tariff of the importing countries was reduced by US$ 7.72 million forenterprises.

Next, Jingzhou Customs will continue tocarry out "Hand-In-Hand Action" so as to support major projects andkey enterprises. The policy of enterprise coordinator and “One Dedicated Policyfor One District, One Dedicated Policy for One Enterprise” should be implementedin a solid way to enable the development of Jingzhou enterprises.
