[Economic Semi-Annual Report] Key Progress in Three Major Aspects Made by Jingzhou

In the first half of this year, Jingzhou unswervingly implemented various decisions and deployments of the Party Central Committee and carried out targeted policies with coordinated and focused efforts. By doing so, Jingzhou has made key progress in three major aspects, namely, prevention and resolution of major risks, targeted poverty alleviation, and pollution prevention.

Jingzhou has made focused efforts to resolve the "post-pandemic syndrome". It has strengthened risk prevention and control, attached great importance to people's petitions related to the pandemic, and insisted on the principle of handling earlier for even small issues, so as to ensure the overall harmony and stability of the society. Concentrated investigations resolved 3872 cases of pandemic-related conflicts, and 3787 cases were successfully mediated. And Jingzhou has severely cracked down on public-related economic crimes such as illegal collection of public deposits, fund-raising fraud, and pyramid cases. 187 telecommunication fraud cases were settled, 16 crime bases were destroyed, and 42 criminals weredetained. As for drug issues, 39 criminal cases were solved and 68 drug suspects were handled. In addition, further efforts were made to crack down ongang crime. As a consequence, 176 related cases were settled and 418 criminals were arrested.

Jingzhou will resolutely complete the work of poverty alleviation. It has raised the special funds forpoverty alleviation totaling 950 million yuan at the levels of city and county so as to help remaining poor 13,227 people from 6,280 households jump out of poverty. According to the feedback of the special inspection of poverty alleviationand national poverty alleviation performance evaluation, Jingzhou has spared no effort to improve its work in this regard. It has steadily promoted poverty alleviation by industry, carried out a general survey of poverty alleviation inadvance, and taken effective measures to avoid returning to poverty due to thepandemic or disease. Multiple channels were developed for employment promotion,and 132,500 poor workers were organized to get employed outside Jingzhou inorderly manner. The city also moved actively to promote poverty alleviation through consumption, achieving the sales of over 81 million yuan in agricultural products. Meanwhile, it has improved the long-term mechanism for consolidating the results of poverty alleviation and promoted poverty alleviation with responsibility, support, policy and supervision. Are turn-to-poverty monitoring and early warning mechanism shall be established and the organic connection between poverty alleviation and rural revitalization shall be further stepped up so that people out of poverty can lead a betterlife.

Jingzhou will resolutely safeguard the blue sky, clear water and pure land. As of the end of June, the water quality compliance rate of 14 national assessment sections in the city was 92.9%, with the high quality rate increasing from 85.7% to 92.9%. The water quality of the mainstream of the Yangtze River is excellent in general, and the water quality compliance rate of centralized drinking water sources above the county level was 100%. The cumulative concentration of PM10 in the downtown was63μg/m3, a year-on-year decrease of 31.5%; the cumulative concentration of PM2.5 was 38μg/m3, a year-on-year decrease of 26.9%; the proportion of days with good air quality reached 87.9%, an increaseof 10.6 percentage points. Jingzhou has strengthened the ecological protectionof the Yangtze River basin and carried out a fishing ban in the river, covering 22 protected areas in the city. It has severely cracked down on illegal crimes of destroying the ecological environment, arrested 14 people in 11 criminal cases, and prosecuted 153 people in 41 cases.
