Jingzhou Works Hard to Strengthen Its Weak Links and Urban Functions

The "Three-Year Action Plan Featuring '10 Major Projects' for Hubei Province's Post-Epidemic Recovery" was released recently. A number of Jingzhou's projects are included in the Plan, such as Jingzhou Airport and Jingzhou Thermal Power Plant Phase II, which will boost Jingzhou's recovery from the epidemic.

According to the Plan, within three years, Hubei will complete a batch of major projects regarding a dozen major sectors, including public health, transportation, water conservancy, energy supply, new infrastructure, cold chain logistics, emergency reserve, urban upgrading, high-level industrial park construction, high-standard farmland construction, and ecological conservation. These projects will underpin our future development, strengthen our weak links and functions, and improve our people's livelihoods. Up to now, as many as 4,572 sub-projects are included in the list of the "10 major projects", and the number is still increasing. The total investment is estimated to be as high as 2.3 trillion yuan.

Regarding public health, comprehensive improvement will be made to enhance our emergency response capacity of handling major public health emergencies; a health and medical big data center of Central China will be built; each municipality will be equipped with at least one municipal laboratory which meets Biosafety Level 2 (P2); and in the central area of eachcity and prefecture, a network of first-aid sites will be built to ensure that each emergency call will be responded to within 10 minutes.

Regarding transportation, the mileage of high-grade waterways is to be increased to 2,150 kilometers, and that of expressways is to be increased to 7,525 kilometers; and Ezhou Airport, Jingzhou Airport, and expansion and reconstruction project of Yichang Airport will be completed.

Regarding water conservation, the total investment will reach 173.1 billion yuan in the next three years, including the spending on the reinforcement of3,100-kilometer of levees and 268-kilometer of broken river embankments, and the spending on the construction of water supply facilities for a ruralpopulation of 10 million.

Regarding energy supply, the construction of Jingzhou Thermal Power Plant Phase II and other projects will be accelerated; oil pipeline projects including the Jianli-Qianjiang oil pipeline will be completed; a large coal storage and distribution base will be built, which will be based in Jiangling County of Jingzhou City and will integrate various functions from trading, storage, mixed distribution, and logistics.

Regarding new infrastructure, 60,000 5G base stations will be built, and the mileage of high-speed railways will exceed 2,000 kilometers, which will bring our Province into the first tier of China's new infrastructure development. Regarding cold chain logistics, three national keycold chain logistics bases will be built so as to strengthen our weakness inthe cold chain logistics facilities at the county level.

In terms of urban functions, the sewage treatment plantsat and above county level will fully achieve Class 1A Wastewater Discharge standards;the decontamination rate of urban domestic refuse in the cities will reach 100percent; the renovation of areas prone to water logging in urban areas will becompleted; more than 98 percent urban households will have access to pipelinegas.

More efforts will be exerted to upgrade our industrialparks and enhance our industries. A new round of high-standard farmland construction will be launched so as to develop about 6,800 square kilometers of concentrated, well-facilitated farmlands.

Regarding ecological conservation, the collection and transportation service network of medical waste and hazardous waste will fully cover our cities and counties; the living environment of 1,000 villages will be renovated every year; chemical enterprises within 1–15 kilometers along the rivers will continue to be shutdown, reconstructed or relocated.

It is reported that our province will build four mechanisms to ensure the implementation of the Plan. The four mechanisms will coordinate the overall planning at the provincial level, the implementation at lower levels, the allocation of resources, and the supervision in our drive to complete the major projects.
