Since the beginning of this year,Jingzhou City has made great efforts to overcome the adverse effects of thepandemic, made every endeavors to promote the work resumption of enterprises,introduced and implemented various measures for tax cuts and fee reductions and relief measures to help enterprises tide over the difficulties, all of which have produced an upturn in the industrial economy.

In early 2020, COVID-19 swept acrossthe land of Hubei Province, which caused that masks became among the most urgently needed supplies. STRONG SCIENCE & TECHNOLOGY, the only mask manufacturer in Jingzhou Development Zone, has mobilized all employees to work overtime to produce protective masks. However, as the pandemic spreads, it is increasingly difficult to purchase raw materials, and procurement costs and expenses have been multiplied, leading to a significant financial pressure on the enterprise. At this point, in order to implement the special re-refinancingpolicies applicable to key enterprises subject to protection in the pandemicprevention and control, the Development Zone Branch of Industrial and Commercial Bank of China has simplified the procedures, and shortened thetime-sensitive approval to provide loan support to STRONG SCIENCE &TECHNOLOGY in a timely manner.

In order to fully support enterprises in responding to the pandemic, on April 1, the municipal government issued ten opinions on vigorously supporting small, medium and micro enterprises to overcome difficulties for the healthy development, releasing positive signalsin terms of corporate loans, financing guarantees, tax cuts and fee reductions,etc.

In April, as the pandemic prevention and control situations continued to improve, a wave of work resumption was set off. For this purpose, the human resources and social security departments of Jingzhou City have given full play to the advantages of "Gathering Information, Connecting All Parties, and Offering Professional Services" of HR service agencies to assist enterprises in solving employment difficulties,contributing to the work resumption. The municipal human resources and social security departments have also established a "recruiter" system in the HR service agencies for key enterprises in the development zone, and set up a special line for enterprise employment.

In order to resolve the"post-pandemic syndrome" and fight for the people's livelihood and economic development in the post-pandemic era, the municipal Party committeeand the municipal government have issued the "Implementation Proposals for Vigorously Creating a First-class Business Environment and Fully Stimulating Market Vitality in Jingzhou City", with 32 hard-core measures to improve the convenience of processing government affairs for enterprises, offer standardized and efficient government services, create a standardized and transparent market environment, provide fair and complete legal guarantees,aiming for "responding to all requests from enterprises" but"not disturbing their operations unless needed" as good"waiters" for benefit of the enterprises.

Thanks to a series of measures for taxcuts, fee reductions and relief, the enterprises have gradually resumed the production and operations on track and regained their vitality. In particular,the recovery of leading enterprises have led the industrial chain out of its predicament. Henglong Group has been a leader in the equipment manufacturing industry developed in Jingzhou, the product sales of which in Q1 of this year was decreased by 56% compared with the same period of last year, due to the pandemic outbreak at home and abroad. When it is struggling to survive, the central government has issued a package of policies to support the development of Hubei, which has been promptly implemented at the provincial and municipal levels. Hence, Henglong Group has enjoyed a "big gift package" of preferential policies within a short period of time.

Now, the domestic and international production lines of Henglong Group have been started. Under the radiation effect of Henglong Group, more than 60 supporting suppliers have been gradually getting on track.

A series of policies like combination punches have been issued and the city has been developing at an accelerated pace. Since May, the monthly industrial added value of Jingzhou City has turned from negative to positive, achieving growth for 4 consecutive months. In July,the industrial value added above designated size of Jingzhou City was increased by 2.8% year-on-year, and in August it was increased by 6.7% year-on-year,which was higher than the provincial average for two consecutive months.Overall, the industrial economy has been achieving a sustainable recovery.
