Jingzhou invests 63.6 billion yuan in technical renovation to upgrade traditional industrial enterprises

Jingzhou has pressed ahead with the "1,000 enterprises, 100 billion yuan" technical renovation program in recent years. With large platforms, leading enterprises and major industries as carriers, with focus on improving new technologies, processes, equipment and materials, Jingzhou has supported enterprises in conducting technical renovation in regard to key fields, weaknesses and generic problems in the industry chain, to promote the intelligent, green and high-end development of traditional industrial enterprises.

Jingzhou invests 63.6 billion yuan in 328 key technical renovation projects

In early December, the main works of Nenter's advanced medical intermediate relocation and renovation project were completed and the first batch of "Yimante Vitamin E" rolled off the line to expand Nenter's product lineup. With an investment of 880 million yuan, the project can turn out 900 tons of advanced medical intermediates annually, more than three times the output of the old production line, and generate annual sales of 1.2 billion yuan, said Zhang Guangzhong, General Manager of Nenter.

"Technical renovation is the eternal theme of innovative development of enterprises," said Huang Rong, Chief of the Section of Technical Renovation, Jingzhou Economy and Information Technology Bureau (JEITB). In recent years, Jingzhou has pressed ahead with the "1,000 enterprises, 100 billion yuan" technical renovation program, encouraging enterprises to strengthen cooperation with universities and research institutes to advance technical innovation. Jingzhou has implemented 328 key technical innovation projects, with a total investment of 63.6 billion yuan.

Through technical renovation, enterprises like Kaile Quantum, Feilihua and W-Olf Photoelectric were ranked top in the industry in terms of market share; Jianghan Fine Chemical, SJS and SJ Petroleum Machinery won the titles of National Manufacturing Champion Product, National Champion Cultivation Enterprise and National Champion Demonstration Enterprise respectively.

In terms of enterprise-university-institute cooperation, Tsinghua University, Hubei Henglong, TDF Capital and Jingzhou Economic & Technological Development Zone jointly established "Tsingyan Automobile Advanced Manufacturing Innovation Center". The center is engaged in new energy vehicle and intelligent vehicle technology R&D and achievement transformation, and aims to accelerate the innovation of Jingzhou's auto industry. Jingzhou's above-scale industrial enterprises spent 2.27 billion yuan on R&D last year, up 90.9 percent year on year. Jingzhou's added value of above-scale high-tech enterprises was 7.81 billion yuan, up 30.2% year on year.

The three-year technical renovation program has been wrapped up and technical renovation has never ceased. This year Jingzhou proposed the strategy of "focusing on industrial development", setting off a new wave of technical renovation: Changjiang Pharmaceutical TCM Health Industrial Park with a total investment of 736 million yuan broke ground; the equipment upgrading project of Yuxing Environmental Protection with a total investment of 310 million yuan was completed; technical renovation projects like Joinhand Construction Machinery and MerinBird went into production…from January to October, Jingzhou's industrial technology innovation investment was 4.1 percent above Hubei's average level.

During visiting enterprises, JEITB learned that enterprises' confidence was dampened by factors such as market and capital, and reduced technical renovation investment year by year. Some enterprises that had intended to invest in technical renovation adjusted or postponed their plans, and some renovation projects were postponed due to the Covid-19 outbreak this year, which have affected enterprises' capacity expansion and renovation.

Embracing "5G"to drive industrial upgrading

From a screen at the entrance to the workshop of Midea's plant in Jingzhou, management staff can keep updated with the real-time information of equipment operation and production status transmitted by 5G. On the production line, machines were labeling, assembling and checking products according to set procedures, and workers needed only to control machines remotely…

The electronic plant of Hubei Midea Refrigerator Co., Ltd., the first 5G-powered plant in Jingzhou, went into operation this May. In the same day, 5G was put to commercial use Jingzhou, making it Hubei's second city powered by 5G.

Jingzhou is opening its arms to embrace "Internet + industry" and promoting the deep integration of the Internet, big data and AI with the real economy. To date Jingzhou has planned 53 outstanding projects supported by the Ministry of Industry and Information Technology with a total investment of 114.7 billion yuan, as well as 169 key "new infrastructure" projects with a total investment of 41 billion yuan.

According to Huang Linqiang, Director General of JEITB, Jingzhou will ease the financial strain of technical renovation through financial fund and market financing, and create enterprise-oriented technical R&D and innovative service platforms to provide technical support for enterprises' technical innovation and new product development.

In the "fourteenth five-year" period, Jingzhou will focus on promoting the development of industries such as electronic information, automotive manufacturing, biomedicine & chemical, textile printing & dyeing and clothing, support the development of leading enterprises, and create industries with an output value of 100 billion yuan and enterprises with an output value of 10 billion yuan.
