On December 1, 2020, Jingzhou Municipal Health Insurance Bureau issued a document on reimbursement for national negotiated drugs, drugs for some rare diseases, and Class B restricted outpatient drugs.

At the service window of the Bureau, Mr. Sun is applying for the reimbursement for his wife, who has suffered from idiopathic thrombocytopenia for nearly 10 years and has long been dependent on imported drugs. With the new policy, the huge expense of drugs will be cut by a large margin.

The imported drugs used by Mr. Sun's wife are designated for the rare disease. According to the policy, for drugs of some rare diseases and Class B restricted drugs obtained in outpatient department, those covered by employ medical insurance enjoy a 70% reimbursement, and those covered by medical insurance for residents enjoy a 55% reimbursement. In addition, for national negotiated drugs obtained in outpatient department, patients shall foot the bill by self first according to the regulation. Those covered by employ medical insurance enjoy a 90% reimbursement, and those covered by medical insurance for residents enjoy a 70% reimbursement, which makes their drugs affordable.

It is reported that the national negotiated drugs mainly refer to the drugs that are included in the scope of the national negotiated drugs and are within the effective agreement period of the negotiations. Many drugs were originally covered through hospitalization reimbursement. There is no guarantee for drugs obtained in outpatient department,. especially for some rare diseases.

Patients who are eligible for the policy can receive an application form for rare diseases in designated medical institutions. After filling in the form under the guidance of the clinical advice of the medical insurance special drug doctor, the application form shall be sealed by the medical insurance department of the hospital for confirmation, and finally submitted to the medical insurance institution for review. After passing the review, patients can enjoy relevant reimbursement in designated medical institutions and designated pharmacies with the Social Security Card.
