The Jingzhou Municipal People's Government held a press conference on the afternoon of March 16, to interpret the Implementation Opinions on Fully Advancing Rural Rejuvenation and Accelerating Agricultural and Rural Modernization (also known as Document No. 1 of the CPC Jingzhou Municipal Committee in 2021). Heads of the Jingzhou Municipal Bureau of Agriculture and Rural Affairs (JBARA) and the Poverty Alleviation and Development Office of the Jingzhou Municipal People's Government introduced the situation.
In 2020, Jingzhou overcame the impact of the epidemic and the flood disaster on agricultural and rural development, stabilized overall performance and consolidated the foundation, to put a good end to the "thirteenth five-year" period. The Opinions made arrangements for the work concerning agriculture, rural areas and farmers under the theme of "fully advancing rural rejuvenation and accelerating agricultural and rural modernization".
To plan and advance the work concerning agriculture, rural areas and farmers in 2021 and the "fourteenth five-year" period, we should press ahead with the building of a strong agricultural city, as well as a rural rejuvenation and development demonstration zone in Jianghan Plain with rural rejuvenation as the main goal, industrial prosperity as the focus, rural construction as the main front, reform and innovation as the main power and farm income increase as the basis, said Ye Huaqiang, Deputy Director General of JBARA.
The rural construction action proposed by the Opinions is an important basis of agricultural and rural modernization. Concretely, Jingzhou should accelerate village planning, implement the five-year action for rural living environment improvement, intensify rural public infrastructure construction and improve basic rural public services. In terms of work measures, Jingzhou should highlight four-level coordination, improved long-acting mechanisms, farmers' principal role and enhanced coordination.
Jingzhou should renovate the mechanism of operating, managing and protecting roads, toilets, garbage and sewage disposal facilities, and other public utilities in terms of systems, funds and personnel, to realize long-effective management. Jingzhou should gradually establish a management and protection fund security system involving the treasury, rural collectives and farmers, explore the operation model of government purchase of services, cultivate market-oriented professional management and protection teams, consolidate and maintain the outcomes of rectification and construction, said Chen Xin, a fourth-class research fellow at JBARA.
Jingzhou has achieved a complete victory in poverty alleviation. Now it is effectively integrating the consolidation and expansion of the outcomes of poverty alleviation with rural rejuvenation, and will focus on work in six aspects including industrial development, employment stabilization and rural construction.
Jingzhou should develop the agricultural and sideline product processing industry mainly in counties, create agricultural product processing parks, foster new types of agricultural businesses, advance moderate scale operation, promote the integrated development of industry, agriculture and the service sector in rural areas, practice standardized production and build renowned local brands, said Nie Qianrong, Deputy Director of the Poverty Alleviation and Development Office of the Jingzhou Municipal People's Government.
The Opinions proposed to accurately grasp the primary task of "industry priority", implement the three-year action for developing the agricultural product processing industry, build large bases, create large chains and develop large brands, to promote the high-quality development of the industry.
Jingzhou should develop one park, one leading enterprise and one industry per county and one brand per industry, implement, cultivate and expand the "81111" project for leading enterprises (cultivate 1 leading enterprise with an output value of 10 billion yuan in each of 8 leading agricultural industries, construct 10 industrial parks (an agricultural product processing park and a modern agricultural industry park in 8 counties/cities/districts, Jingzhou Economic & Technological Development Zone and Jingzhou High-tech Industrial Development Zone each), cultivate 100 leading enterprises and help 1 million farmer households increase income.
