The Opinions on Accelerating the High-quality Development of Jingzhou's County Economy has recently been released. The Opinions elaborated on how Jingzhou makes up the deficiencies of the county economy and accelerates the high-quality development of the county economy.

Requirements

With high-quality development as the theme, driven by reform, opening-up and innovation, under the province's initiative to create a pattern in which Wuhan plays a leading role, Xiangyang and Yichang serve as wings and all the areas in Hubei develop in coordination, Jingzhou should get involved in the integrated development of Yichang, Jingzhou, Jingmen and Enshi, and accelerate the building of "a central city" and "five demonstrative zones". Guided by the strategy of "ranking among the country's top 100 counties", with the goal of improving the overall strength of the county economy, with focus on invigorating counties by industry and rural rejuvenation, Jingzhou should further deepen reforms, develop new systems and mechanisms, optimize its soft and hardware environment, and enhance incentives and restraints, in an all-out effort to promote the high-quality development of the county economy.

Primary goal

By 2025, Jingzhou will significantly improve the development level, function and quality of its county economy, make all-round progress in developing the modern industrial system, the new urban system, the technology innovation system, the urban and rural public service system and the ecological environment improvement system, and enormously enhance its comprehensive strength. The GDP of Jingzhou's county economy will double and total up to 350 billion yuan. Industrial clusters, county finance and the level of agricultural industrialization will improve remarkably. The massive economy will take initial shape. The development gap between urban areas and rural areas will be narrowed significantly. The urbanization rate will reach above 60 percent.

Key tasks

Making great efforts to promote the integrated development and upgrading of different areas in Jingzhou. In the "fourteenth five-year" period, Songzi City will sprint into the country's top 100 counties (cities), Gong'an County will upgrade from a reserve county (city) to a sprinting county (city) and Jingzhou District will enter the reserve list. By making up deficiencies, strengthening weaknesses and narrowing gaps, Honghu City will rank among the province's top 10 tier-2 counties (cities), Jianli City and Shishou City will rank among the province's top 14, and Jiangling County will rank among the province's top 20.

Making great efforts to promote the development of new industrialization. Each county (city, district) should foster one featured superior industry with an output value of over 10 billion yuan and one with an output value of over 20 billion yuan, and develop one emerging industry.

Making great efforts to promote agricultural industrialization. Each county (city, district) should focus on developing at least one agricultural product processing park, fostering at least one key industry, supporting at least one leading agricultural product processing enterprise, and establishing at least one leading brand.

Making great efforts to promote new urbanization, rural rejuvenation and technology innovation. Each county (city, district) should foster over 10 high-tech enterprises and at least one tech enterprise incubator or maker space annually. 

Making great efforts to optimize the business environment. With the goal of getting something well done, Jingzhou should build top government environment, market environment and legal environment.

Policy measures

In terms of policy measures, Jingzhou should implement the provincial and municipal measures for reform and innovation, fiscal support, financial support, land support and talent support.

Organizational guarantee

In terms of organizational guarantee, Jingzhou should improve the promotion mechanism, strengthen assessment and motivation, and pool provincial, municipal and county financial incentive funds of 30 million yuan every year, to motivate the 7 counties (cities, districts) involved in the provincial county assessment and Shashi District assessed according to the provincial county economy assessment indicators.Jingzhou should motivate officials to demonstrate a strong sense of responsibility and make new endeavors in the course of writing a new chapter for the high-quality development of Jingzhou's county economy.
