Ying Yong, Secretary of the CPC Hubei Provincial Committee, visited rural areas, enterprises, industrial parks and growing bases in counties, cities and districts of Jingzhou, including Songzi, Gong'an, Shishou and Jiangling, for a survey on studying and implementing the spirit of General Secretary Xi Jinping's important speech at the Celebration of the 100th Anniversary of the Founding of the Communist Party of China and continuing to implement the arrangements of the seventh, eighth and ninth plenary sessions of the CPC Hubei Provincial Committee from July 14 to 15. Party committees and governments at all levels, as well as Party members and officials in Jingzhou should draw wisdom and power from the glorious history of Jingzhou--an important pole in the high-quality development of Hubei, make clear their responsibility and mission, work in a practical and solid manner, be good at planning and doing, accomplish their deeds, and promote the high-quality development with broad vision and mind, so as to build Jingzhou into a regional center city, and make greater contributions to Jingzhou's efforts in building a fulcrum, keeping ahead and writing a new chapter.
July saw continuous fertile land in Jianghan Plain. Ying visited the grape growing base of Gong'an Jinqiu Agricultural High-tech Co., Ltd., entered a greenhouse to view the growth of grape and inquired about marketing as he listened to an introduction to the deep processing of products and the increase in farmers' income. At Lihuashan Village, Taohuashan Town, Shishou City, he found out the situation of grass-roots governance guided by Party building, the development of the village collective economy and serving the people. We should find the right point of penetration and point of action for the work concerning agriculture, rural areas and farmers, develop featured industries according to local conditions, advance agricultural industrialization, build beautiful rural areas, improve the quality and efficiency of agriculture, make rural areas more livable and commerce-friendly, and make farmers more affluent and wealthy. Rural grass-roots Party organizations should face and serve the people, steadily carry out the practice of "doing practical things for the people" in Party history study and education, develop the rural collective economy and lead villagers in increasing income and becoming well-off, he said.
The prosperity of enterprises leads to the prosperity of an industry and area. Ying visited Sunrans (Hubei) Health Technology Co., Ltd., Hubei Color Root Technology Co., Ltd., Hubei Baiyunbian Alcoholic Co., Ltd., Shanying Central China Paper Co., Ltd., Hubei Joaboa Technology Co., Ltd., Jingzhou Jiangling New Energy & New Materials Industry Base, Hubei Yijun Yaoneng New Materials Co., Ltd. and Hubei Midea Refrigerator Co., Ltd., to find out their situation of production and sales, R&D, discharge and carbon reduction. We should drive high-quality development through technology innovation, and give play to the principal role of enterprises in technology innovation. We should promote the integrated development of cities through industrial collaboration, explore a path for the coordinated development of industries across administrative areas, foster and bring in more top enterprises and terminal product enterprises, so as to promote the agglomeration of elements on the whole industry chain. We should better coordinate development and safety, adhere to industrial development orientation, and tighten supervision over production safety and environmental protection, he said.
Hubei shoulders the heavy mission of protecting the Yangtze River and has a bright prospect for the cause. Ying visited the Tieniuji section of the Jingjiang levee in Jiangling County, for a survey on the great protection of the Yangtze River, the regulation and green restoration of the waterfront and flood prevention. We should work steadily on flood prevention and preparation, to tide over the flood season safely and consolidate the outcomes of waterfront regulation, he said.
Jingzhou is one of China's first famous historical and cultural cities. Ying visited Ji'nan Eco-Culture & Tourism Area for a survey on urban planning and culture & tourism integration. We should strengthen ancient city preservation, protect the historical and cultural relics of the city, extend the culture & tourism industry chain and promote the high-quality development of the industry, he said.
On the night of July 15, Ying convened a meeting, to listen to a report on Jingzhou's economic and social development, and discuss the high-quality development of Jingzhou with relevant departments directly under the provincial government and committee. He stressed that Jingzhou is the root of Jingchu culture, Hubei is the center of Central China, and Jingzhou is the center of Hubei which plays a vital role in the overall development of Hubei. In order to build a fulcrum, Hubei must foster more growth poles of high-quality development, including Jingzhou.
Ying noted that development inadequacy is the biggest fact of Hubei and Jingzhou, as well as the biggest problem of Jingzhou. Jingzhou must accelerate development to address this problem. Leaders and officials at all levels should fulfill one task after another with the spirit of "not claiming credit" and the responsibility of "always making contributions".
"Emancipating mind and boosting spirit is of great and special importance to Jingzhou," Ying said. We should break rigid mindsets to seek breakthroughs in development, keep ahead with practical work, and maintain good state and high working spirit, to promote the high-quality development of Jingzhou. The largest gap between Hubei and the coastal areas is not about elements, but lies in the concepts, ideas and style of officials. We should emancipate mind with greater force, arm ourselves, guide our practices and push forward our work with Xi Jinping's thought on socialism with Chinese characteristics for a new era. We should renovate our concepts with greater force, implement the new development philosophy in an integral, accurate and all-round manner, focus on high-quality development and take development as the primary task. We should change our style with greater force, propel officials to change their style in terms of concept, thought, culture and habit, work in a down-to-earth manner, abstain from opportunism and superficiality, start from work, from the people's stand and by getting things well done for the people and localities, and perform our duties as officials to benefit locals. We should be adept at work implementation, plan before acting, advance work innovatively and overcome difficulties through reforms.
Ying noted that central Hubei needs a center city and Jingzhou has the duty to play the role. Now Jingzhou needs to develop the county economy, expand its size and improve its urban function. Jingzhou should expand and strengthen its central urban areas, leverage their role in leading the development of Jingzhou, drive the development of county-level areas through better urban development and better support urban development through the development of county-level areas. Regional cooperation is mainly reflected in cooperation between cities, and urban competition is mainly reflected in competition in city level and function. We should improve the city level in an all-round manner, strengthen urban planning and press ahead with county-based urbanization. We should promote the coordinated development of areas, and promote connections between Yichang, Jingzhou, Jingmen and Enshi in terms of space, transportation, market and industry.
Jingzhou should focus on creating a modern industry system, make great efforts on industrial development planning and industry cultivation, keep in alignment with Hubei's "51020" modern industry system, accelerate the development of a new energy & new materials industry base based on Yangtze River Golden Waterway and Haolebaoji-Ji'an Railway, and build a national industrial transfer accommodation demonstration zone. Jingzhou should integrate itself into the provincial key agricultural industry chain, foster and expand leading agricultural enterprises and build regional public brands. Jingzhou should improve foreign trade dependence, continue to improve its business environment, consciously and initiatively involve itself into the integration of Hubei's port resources, so as to create a cargo distribution and transportation system featuring "river-sea combined transport", "rail-water combined transport", "through water transport" and "riverside pickup". Jingzhou should accelerate the development of the culture & tourism industry, to attract more tourists to tour Jingzhou Ancient City and experience the charm of Jingchu, Ying said.
We should advance rural rejuvenation in all-round manner, and consolidate the outcomes of poverty alleviation while advancing rural rejuvenation, to prevent the poor from sinking back into poverty and keep pace with the country in rural rejuvenation. We should make persistent efforts to protect the Yangtze River, continue to protect our blue sky, rivers and soil from pollution, and advance the integrated regulation of rivers, lakes and reservoirs in an all-round way, Ying stressed.
Ying required that we should strengthen the Party's overall leadership, take studying and implementing the spirit of General Secretary Xi Jinping's important speech at the Celebration of the 100th Anniversary of the Founding of the Communist Party of China as a major political task and the core content of Party history study and education, and make the spirit strike deep roots in the hearts of the people. We should ensure the term change of leading bodies of cities, counties, townships and villages (communities), and improve grass-roots Party organizations in all aspects.
