On the afternoon of July 16, Zhou Zhihong, Deputy Secretary of the CPC Jingzhou Municipal Committee, Mayor and Secretary of the Party Leadership Group of the Jingzhou Municipal People's Government, chaired the 104th Executive Meeting of the 5th Jingzhou Municipal People's Government & Enlarged Meeting of the Party Leadership Group of the Jingzhou Municipal People's Government, to convey the spirit of the speech of Ying Yong, Secretary of the CPC Hubei Provincial Committee during his visit to Jingzhou, study and arrange the implementation work.

The meeting noted that Ying's visit to Jingzhou showed the great and special concern of the CPC Hubei Provincial Committee and the Hubei Provincial People's Government about Jingzhou's development, and boosted the working morale and confidence of all Party members and officials in Jingzhou. During the visit, Ying fully recognized Jingzhou's economic and social development in recent years, and pointed the direction for the high-quality development of Jingzhou in the "fourteenth five-year" period and for some time to come.

The meeting required that we should earnestly study and implement the spirit of Ying's speech, further emancipate our mind and keep up our spirits, grasp the key issue of converting Jingzhou's historical mission and target into development reality, assume responsibility, seize opportunities, be adept at pragmatic work, push forward the building of Jingzhou into a regional center city by action, and make greater contributions to Hubei's efforts in "building a fulcrum, keeping ahead and writing a new chapter".

The meeting stressed that we should implement the Opinions of the CPC Central Committee and the State Council on Vigorously Implementing the Strategy of Promoting the Rise of the Central Region, focus on Hubei's target of "building a fulcrum, keeping ahead and writing a new chapter", give play to the leading, radiating and driving role of downtown Jingzhou, and make it grow big and strong. We should guide our action by the plan, deploy efforts on urban construction with a broad horizon and an open mind, improve administrative zoning, functional zoning and industrial park planning, and further improve major infrastructure according to the regional plan. We should make elaborate arrangement for the population resettlement, function dispersion and protection of Jingzhou Ancient City, to well preserve the historical and cultural heritage of Jingzhou. We should give overall consideration to county-level urban construction, lead county development by city development, better support city development by county development, and accelerate the urbanization of counties. We should establish a perfect modern industry system, strengthen platform building, support the new energy industry and the new materials industry in becoming stronger, and perseveringly develop cultural tourism. We should implement the rural rejuvenation strategy in an all-round manner, advance the building of beautiful rural areas, improve the quality and efficiency of agriculture, make rural areas more livable and commerce-friendly, and make farmers more affluent and wealthy.
