On July 23, Zhou Zhihong, Deputy Secretary of the CPC Jingzhou Municipal Committee and Mayor of the Jingzhou Municipal People's Government, visited the Planning Exhibition Center of Jingzhou High-tech Industrial Development Zone (JHIDZ), as well as Agricultural Product Trade Market, ongoing projects and incubated enterprises in JHIDZ for a survey on implementing the requirements of Ying Yong, Secretary of the CPC Hubei Provincial Committee for accelerating the building of a regional center city, improving city levels, speeding up the establishment of a modern industry system and promoting the high-quality development of Jingzhou.
During the survey, Zhou first came to the Planning Exhibition Center of JHIDZ. She viewed and studied the master plan, land space plan and modern industrial plan of JHIDZ.
Zhou noted that JHIDZ should ground its efforts in the new stage, apply the new development philosophy, serve and integrate into the new development pattern. We should integrate ourselves into the planning and construction of a regional center city, work out a new-round land space plan in a scientific manner, reserve sufficient development space and optimize the development pattern. We should focus on planning, improve planning level and the planning system, and plan before acting. We should innovatively implement the requirements of the CPC Hubei Provincial Committee and the Hubei Provincial People's Government, as well as the arrangements of the CPC Jingzhou Municipal Committee and the Jingzhou Municipal People's Government, and act upon planning, so as to create a new prospect for the planning, construction and development of JHIDZ.
During the survey, Zhou visited the construction site of Phase 1 of CAU Jingzhou Smart Yuncang City, learning about its operation philosophy and model. At Yangtze University Sci-tech Incubation Park in JHIDZ, Zhou visited some incubated enterprises, finding out their talent advantage and research based on Yangtze University, and their capacity for independent innovation.
Ying Yong, Secretary of the CPC Hubei Provincial Committee, reoriented the high-quality development of Jingzhou in the "fourteenth five-year" period and for some time to come, and raised new requirements during his visit to Jingzhou, Zhou said. With focus on the new goal and new orientation, JHIDZ should emancipate mind, keep up spirits, work in a practical and solid manner, and be adept at planning and doing. With focus on accelerating the building of a regional center city, we should stick to the concept of invigorating industries through industrial development, maintain strategic focus and steadily advance modern industry system building. We should consolidate the foundation of agriculture, highlight the features of "high and new technologies", further make clear and optimize the orientation of JHIDZ for industrial development, attract high-quality enterprises, accelerate the construction of major projects and endeavor to improve the level of industrial development. We should accelerate the construction of sci-tech enterprise incubators, make research centers grow strong, and organically connect industries in JHIDZ by high and new technologies, so as to promote the high-quality development of industries. We should seize the opportunity from the construction of Jingzhou University Town and Sci-tech Innovation Corridor, to create an agglomeration area of high-tech industries.
Zhou stressed that we should reflect the concept of high-quality development in concrete projects, learn advanced experience from developed areas, build a high-standard agricultural product distribution center, make the agricultural product processing industry grow strong and big, and transform development efficiency into drivers of development. We should accelerate infrastructural construction in JHIDZ, focus on the future planning of the park, rationally deploy fast channels, and tighten the traffic network, so as to strengthen ties to downtown Jingzhou and create a pattern of integrated development.
