On August 27, Zhou Zhihong, deputy secretary of Jingzhou Municipal Party Committee, mayor and Party Group secretary of Jingzhou Municipal Government, presided over the Party Group (Enlarged) Meeting of Jingzhou Municipal Government, studying the spirit of the Conference on "Emancipating the Mind to Make Breakthrough in Development" & "Accelerating the Construction of Regional Central City", and listening to the plan report of the Party Group of Jingzhou Municipal Government office.

At the Meeting, members of the Party Group of Jingzhou Municipal Government, based on their respective responsibilities, exchanged their experiences in studying the spirit of the Conference on "Emancipating the Mind to Make Breakthrough in Development" & "Accelerating the Construction of Regional Central City". Zhou Zhihong made special arrangements for Jingzhou Municipal Government system to carry out the seminar. She stressed, the seminar is a major decision and arrangement made by Jingzhou Municipal Party Committee in response to the special concern and high hopes of Hubei Provincial Government and Hubei Provincial Party Committee. Jingzhou Municipal Government system should stand at a political height, act quickly, set a good example, and consciously take mind emancipation as the logical starting point for Party members, cadres and government officers. It is necessary to deeply understand and the "Seven Pieces of Ice" proposed by Jingzhou Municipal Party Committee that restrict the high-quality development of Jingzhou and to follow the arrangement of Jingzhou Municipal Party Committee to the letter. It is necessary to blaze new trails, pay close attention to finding and solving problems, focus on "Five Major Issues", "Six Combinations" and "Fifteen Searches", take the lead in "emancipating the mind" and "getting rid of old habits", and strive to solve deep-seated problems such as weak strength, slow speed, poor structure, insufficient opening-up, insufficient motivation and insufficient benefit to the people.
