All the parties concerned should think with mission, comprehend with problems, plan with responsibilities, and implement with answers, remove the old habits and ideas that restrict the high-quality development of the city, change the situation of development imbalance and insufficiency and accelerate the construction of regional central city.

I. Turn the spirit into power and make all-out efforts to rejuvenate Jingzhou

Focus on strategic positioning. We should look for direction, orientation, positioning, goal and tasks from the general situation according to the requirements put forward by Comrade Ying Yong for building Jingzhou into a regional central city. Taking the construction of regional central city as the main battlefield, main starting point and main platform for the economic and social development of the city during the 14th Five-Year Plan period, we should actively build the regional industrial center, transportation and logistics center, consumption center, science and technology innovation center, cultural center and open highland and innovative highland, thus continuously enhancing the city's strategic position in the whole province, the central region and the Yangtze River Economic Belt, and leading the overall high-quality development of central Hubei and even a larger region. We should strengthen the concept of urban construction and management and gradually optimize the supporting functions such as transportation, port and open platforms to enhance the city’s carrying capacity. We should focus on improving the functions of the central area, vigorously promote the upgrading of urban hardware and software systems, and advance population concentration, industrial agglomeration, functional integration and intensive elements.

Strengthen county economy. We should comprehensively keep pace with Hubei Province's "Three Hundred Projects", support Songzi City and Gong’an County in making it to the top 20 in the province in terms of county economy. We should vigorously promote urbanization with counties as an important carrier, and support counties and districts in cultivating and developing "1+2" leading industrial clusters, so as to develop the city and boost the industry at the same time. On the premise of protecting farmers' rights and interests, we should guide and encourage farmers to enter the city, and strive to enable the population of the county to reach more than 40% of the total population of county regions. Deepen reform and innovation.
