Ying Yong, Secretary of the CPC Hubei Provincial Committee, visited Jingzhou from July 14 to 15. We should learn and implement the spirit of Ying's speech, transform it into a strong driver for the high-quality development of Jingzhou, grasp its connotation and essence, consciously undertake the political mission, work out practical and feasible measures, and persistently implement these measures.

Accurately grasping the rich connotation of the new orientation

Building a regional center city is the scientific plan of the CPC Hubei Provincial Committee and the Hubei Provincial People's Government for the development of Jingzhou. Ying connected the past, present and future of Jingzhou, closely integrated Jingzhou's development with the overall development of Hubei and China, endowed Jingzhou with the strategic orientation of building a regional center city, and demonstrated the development direction of Jingzhou in the era. It is the general guideline for the development of Jingzhou at present and for a period to come.

Building a regional center city is a political task assigned to Jingzhou by the CPC Hubei Provincial Committee and the Hubei Provincial People's Government. Ying noted that there must be a center city in central Hubei and Jingzhou should undertake the responsibility. It is a new goal and orientation determined by Jingzhou.

Building a regional center city is a historical opportunity for Jingzhou to catch up and overtake. The CPC Hubei Provincial Committee and the Hubei Provincial People's Government have attached great importance to the development of Jingzhou, pinned great hope on Jingzhou, expressly supported Jingzhou in building a national industry accommodation demonstration zone and developing across the Yangtze River, offered extraordinary policy and financial support in industrial development, transportation construction and ecological protection. We must firmly grasp the historical opportunity to promote the accelerated implementation of more favorable policies in Jingzhou.

Bolstering the foundation for development in the new journey

The CPC Hubei Provincial Committee and the Hubei Provincial People's Government have endowed Jingzhou with the orientation of building a regional center city, setting the overall goal and pointing the direction for Jingzhou's new development in the "fourteenth five-year" period. To build a regional center city, we need to always take development as our primary task, underline the theme of high-quality development, and break rigid mindsets to seek breakthroughs in development.

We should acquire new understanding and make new endeavors while building a modern industrial system. Industries are the material basis and power source of urban development. Without featured and superior industries, it will be difficult to build a regional center city. With Jingzhou National Industry Accommodation Demonstration Zone as the main line, Yangtze River Golden Waterway and Haolebaoji-Ji'an Railway as the main axis, we should keep expanding the industrial scale and optimizing the industrial structure. We should get in alignment with the "51020" modern industry system, and go all out to build four pillar industries with an output value of 100 billion yuan each, three featured industries with an output value of 50 billion each and 12 key industrial clusters according to the industrial layout of "6+1". We should seize the opportunity to develop strategic emerging industries, accelerate the deployment of new infrastructure, foster and expand industries such as electronic information and pharmaceuticals & medicare, build a number of intelligent manufacturing demonstration parks and enterprises, and construct a host of strategic emerging industry demonstration bases. We should intensify project construction, advance the agglomerative and massive development of industries with focus on strengthening and extending industry chains, accelerate the construction of key projects with an output value of 10 billion yuan each such as Hualu-Hengsheng, Yijun Yaoneng, Nine Dragons Paper, Shanying Paper and Xianhe Paper, put them into production and make them reach their designed capacity as early as possible, to release new driving forces. We should develop cultural tourism at a higher level, tap the features and strengths of Chu culture, "Three Kingdoms" culture, Yangtze culture and red culture, plan and implement key tourism projects, and create the whole industry chain of culture tourism covering "catering, accommodation, transportation, travel, shopping and recreation", to polish the new city brand of "touring Jingzhou Ancient City and experiencing the charm of Jingchu".

We should acquire new understanding and make new endeavors while deepening innovation in the reform and opening-up. We should address the prominent problems of the business environment, deepen the reform to streamline administration, delegate powers and improve services, and reduce unnecessary examination & approval items and procedures, so as to fully stimulate market vitality. We should accelerate the building of "digital Jingzhou", improve the quality and efficiency of one-website government service handling, and remove the last barrier for corporate and public services. We should steadily advance the reforms of park management systems, state-owned enterprise platforms and vocational education systems, unleash development potential and leverage strengths. We should integrate ourselves into the new development pattern, build a dual-cycle pivotal city, accelerate the construction of Jingzhou Coordinated Area of China (Hubei) Pilot Free Trade Zone, speed up the application for building Jingzhou Comprehensive Bonded Zone and Jingzhou National Processing Trade Industry Park, and make opening-up platforms grow stronger and bigger. We should support great opening-up with great transportation, and build the provincial demonstration zones for inland shipping, multimodal transport, the construction of "four-good rural roads" and intelligent transportation. We should formulate a plan for the layout of major sci-tech innovations, improve the policy support system, plan for the construction of a university town, and build a sci-tech innovation corridor and a provincial regional innovation application center.

We should acquire new understanding and make new endeavors while coordinating regional development. We should implement the province's regional development pattern in which Wuhan plays a leading role, Xiangyang and Yichang serve as wings and all the areas in Hubei develop in coordination, serve and integrate ourselves into Yichang-Jingzhou-Jingmen-Enshi City Cluster. We should make persistent efforts to promote the development of downtown Jingzhou, keep improving the city level, plan and launch the "new city parlor", build a central business district and a financial street, advance the preservation and functional dispersion of Jingzhou Ancient City in an orderly way and promote the development of Jingzhou across the Yangtze River in a coordinated manner. We should guide county development through better urban development and support urban development through better county development, make the county economy grow bigger and stronger, and guide counties, cities and districts in upgrading with focus on "1+2" leading industries and striving to rank among the country's top 100 counties. We should advance county-based urbanization, promote the agglomeration of resources, elements and industries in counties, and speed up efforts to transform demographic advantage into development advantage. We should coordinate poverty alleviation with rural rejuvenation, make up deficiencies in agricultural industrialization, focus on four featured industries, accelerate the building of ten agricultural product processing parks, foster and expand leading agricultural industrialization enterprises. We should implement the rural construction action, make great efforts to build beautiful countryside, and improve rural infrastructure and public services.

We should acquire new understanding and make new endeavors while persisting in eco-oriented green development. Favorable ecological environment is the foundation for the development of Jingzhou. We should resolutely undertake our responsibility as the main front for the great protection of the Yangtze River in Hubei, comprehensively implement the Law on the Protection of the Yangtze River, make unremitting efforts on the "decade-long fishing ban" for the Yangtze River, proceed with the waterfront regulation and restoration of the river, and firmly fulfill the task of the shutdown, renovation, relocation and production transfer of riverside chemical enterprises. We should continue to protect the blue sky, rivers and soil from pollution, advance the treatment of pollution sources such as dust of construction sites, oily smoke of restaurants and straw burning, accelerate the comprehensive treatment of downtown water environment, and advance the regulation of rivers, lakes and reservoirs in an all-round manner. We should advance green and circular development, vigorously develop the circular economy and the low carbon economy, foster emerging industries such as energy conservation and environmental protection and clean energy, and accelerate the recycling renovation of industrial parks.

We should acquire new understanding and make new endeavors while staying true to our mission and implementing our purpose. We should uphold the primacy of the people, ensure that development is for the people and relies on the people, and that its fruits are shared among the people, improve the basic public service system, promote social equity and enhance the people's well-being. We should carry out the practice of "doing practical things for the people" in Party history study and education, make concerted efforts to improve public service, optimize the business environment, maintain social stability, solve problems left over by history and optimize the ecological environment, and strive to address these issues within about three years. We should stabilize and expand employment by all means, vigorously promote the balanced development of compulsory education, improve a fair, uniform and sustainable multi-level social security system benefiting all the people and coordinating urban areas with rural areas, and press ahead with the reform of the disease control system and the construction of the public health system. We should keep improving the government management system, improve the management capacity of the government, coordinate work including epidemic prevention and control, disaster prevention, mitigation and relief, work safety, peace and stability, prevent and resolve major risks, so as to build a peaceful Jingzhou with higher levels.

Enhancing the sense of responsibility for the new mission

The CPC Hubei Provincial Committee and the Hubei Provincial People's Government has endowed Jingzhou with the mission of accelerating regional center city building, raising new higher requirements for the thinking, capabilities, qualities and working style of the government system. The fundamental task is emancipating mind, changing the style, focusing on implementation and enhancing the sense of responsibility. We should take breaking rigid mindsets as the best starting point. Ying stressed many times that we should break rigid mindsets to seek breakthroughs in development. We should fully recognize that the biggest gap of Jingzhou lies in officials' concepts, ideas and styles instead of elements, consciously take breaking rigid mindsets as the starting point of work, enhance the pertinence and effectiveness of emancipating mind, and keep using new ideas to study new situation and address new problems. Based on the requirements of the CPC Jingzhou Municipal Committee for breaking "seven rigid mindsets", we should seek gaps and deficiencies item by item, size up the situation and make clear the direction.

We should take work implementation as our primary ability, plan before acting, advance work creatively and reform to overcome difficulties. We should take work implementation as the best touchstone of the basic skills and abilities of government officials, enhance the awareness of execution, regard efficiency as life, focus on the "five major tasks" proposed by the CPC Jingzhou Municipal Committee, create high speed by high efficiency with safety and quality assured, and push forward the implementation of the regional center city strategy.

We should take changing styles as the optimal guarantee, maintain high working spirit and good mental state, race against time, seize opportunities and acquire elements, strive for policies, projects and funds, work actively to gain the initiative in development, work in a practical and solid manner, and be adept at planning and doing.
