On September 26, Zhou Zhihong, Deputy Secretary of the CPC Jingzhou Municipal Committee and Mayor of the Jingzhou Municipal People's Government, chaired the 107th Executive Meeting of the 5th Jingzhou Municipal People's Government, to convey and learn the spirit of the Seminar of the Three Provinces in the Middle Reaches of the Yangtze River on Cooperation in Promoting High-quality Development, study and implement opinions, and deliberate on the Five-Year Action Program for Building Jingzhou into a Regional Modern Logistics Center (2021-2025), the Implementation Plan for Developing Jingzhou into a National Innovative City (2021-2023) and the Implementation Opinions on Practicing the Forest Chief System in an All-round Way.

The meeting stressed that we should earnestly learn and implement the spirit of General Secretary Xi Jinping's important instruction in promoting the development of the Yangtze River Economic Belt and the rise of the central region, realize the significance and major opportunity of the three provinces' cooperation in promoting high-quality development, integrate ourselves into the cooperation, plan more major projects with a broad horizon and an open mind, strive to have more projects included into national plans, and make great efforts to promote the transformation of the opportunity of tri-province cooperation in Jingzhou. We should implement the province's regional development pattern in which Wuhan plays a leading role, Xiangyang and Yichang serve as wings and all the areas in Hubei develop in coordination, integrate ourselves into Yichang-Jingzhou-Jingmen-Enshi City Cluster, and make new endeavors to coordinate regional development.

Building a regional modern logistics center is the realistic need and important support of driving Jingzhou to accommodate industrial transfer, improve city levels, enhance regional competitiveness and build a regional center city. We should implement the Opinions of the CPC Central Committee and the State Council on Promoting the High-quality Development of the Central Region in the New Era, further improve the five-year action program, accelerate the implementation of "four major projects" and build "five major bases".
