As a city involved in the building of Dongting Lake Ecological Economic Zone, under the goal set in the Development Plan of Dongting Lake Ecological Economic Zone, Jingzhou has worked closely with four cities in Hunan to accelerate the building of an ecological economic zone. A beautiful picture of the eco-friendly, green, affluent and cultural lake zone is taking shape. 

Since the release of the Ten-Year Fishing Ban on the Yangtze River, Hunan and Hubei have strengthened cooperation. The Jingzhou and Yueyang municipal offices of fishing ban have organized the Jingzhou detachment, Jianli, Honghu, Shishou, the Yueyang detachment, Junshan, Yunxi, Huarong and Linxiang to sign seven agreements on joint law enforcement in trans-boundary waters of the Yangtze River. They have jointly combated illegal acts in case of finding clues in daily work, and conducted joint tour inspection on a quarterly basis, so as to realize collaboration and joint law enforcement in cross and co-administered waters, and expand the fishing ban inspection network.

In recent years, the cruise range of the fishery law enforcement of Hunan and Hubei in the Yangtze River has reached 3,800 kilometers. Fishery law enforcement is important part of the joint efforts of Hunan and Hubei to build Dongting Lake Ecological Economic Zone. Besides, the two provinces have teamed up to conduct ecological management, strengthen transportation integration and establish a cooperation mechanism. Jingzhou will advance the efficient implementation of major matters and projects in cooperation with Hunan, to jointly promote the green and high-quality development of Dongting Lake Ecological Economic Zone.

In terms of transportation integration, Jingzhou and Hunan will jointly advance the construction of Jingzhou-Changde Intercity High-speed Railway, and plan for the construction of Wuhan-Guiyang High-speed Railway and Jingzhou-Yueyang-Nanchang Railway; will promote the integrated development of Jingzhou Port and Yueyang Port, to build a new land and sea logistics channel in the central and western region; will strengthen the integration of the Jingzhou Airport with the airports in Changde, Yueyang and Changsha to build an influential airport cluster in the region around the Dongting Lake; will advance the construction of the highways from Shashi to Anxiang, from Shishou to Nanxian, and from Jianli to Huarong; will push forward the early research on Jianli-Huarong Cross-river Channel; and will press ahead with industry integration. 

The two provinces will jointly plan fine integrated tourism lines, promote line interconnection, tourist exchange and market sharing, and focus on developing attractions like Jingzhou Ancient City, Yueyang Tower Scenic Area and Taohuayuan Scenic Area into historical and cultural tourism demonstration zones. In terms of the integrated development of urban and rural areas, the two provinces will jointly advance the construction of boundary towns, promote the integrated development of Bailuo of Jianli and Yueyang, and promote the development of the county economy based on rural rejuvenation and industrial cluster cultivation.
