Q (Reporter): Mr. Wu, what goal has Jingzhou set in regard to the major decision to "build a national major advanced manufacturing base" made at the 9th Plenary Session of the 11th CPC Hubei Provincial Committee?

A (Wu Jin): With two golden brands: National Industry Accommodation Demonstration Zone and National Processing Trade Industry Park, Jingzhou has initially formed pillar industries like intelligent home appliances, automotive parts, modern papermaking and deep processing of agricultural products. With the mission of industrial rejuvenation and rise, Jingzhou is speeding up efforts to develop into a regional advanced manufacturing center.

Q: How has Jingzhou planned?

A: First, renovating and upgrading traditional industries. We will improve production capacity through technical renovation and ensure that technical renovation investment accounts for more than 50 percent of industrial investment; will foster outstanding enterprises, and develop some specialized, refined, distinctive and innovative enterprises, as well as hidden industrial champions; will upgrade foundational industrial infrastructure, and foster some high-tech enterprises and industrial service platforms with independent intellectual property rights; and will focus on improving 11 key industry chains such as intelligent home appliances, automotive parts and petrochemical equipment.

Second, fostering and expanding emerging industries. We will establish 15 new investment promotion offices across the country, and designate 500 new investment promotion specialists for targeted investment promotion, and go all out to promote the settlement of strategic emerging industries like new energy & new materials and intelligent manufacturing in Jingzhou.

Third, going all out for future industries. We will accelerate the construction of major infrastructural projects such as the south extension of Jingmen-Jingzhou Railway and Wuhan-Songzi Highway; will persist in innovation-driven development, intensify new infrastructure construction, and advance the full coverage of 5G and digital industrialization, so as to build a new base for the electronic information and digital industry; will advance industrial digitalization, vigorously develop industrial Internet, and construct some lighthouse factories, unmanned factories and smart workshops, so as to accelerate the building of a national demonstrative area for industrial digitalization and upgrading.
