The Mobilization Conference on Planning and Construction of Jingzhou University Town took place on the morning of November 11. Zhou Zhihong, Deputy Secretary of the CPC Jingzhou Municipal Committee and Mayor of the Jingzhou Municipal People's Government, stressed that the university town project has met the basic conditions for commencement. We should unify our thoughts and actions on the work arrangements of the municipal committee and government, focus on the goal, and make joint and great efforts to set off a construction wave in the project.
She noted that the project is an important support for building a regional center city, an inevitable choice of transforming Jingzhou from a large science & education city into a strong one, as well as the realistic need to precisely enhance the public sense of gain. The project is a multifunctional extraordinary project improving city levels, converting development drivers, optimizing the living environment and enhancing the people's well-being. We should view, organize, support and implement it in an extraordinary way.
She stressed that we should grasp key nodes, strictly meet time limits, and accelerate efforts to complete planning and design, land acquisition and housing demolition, and university & college construction. We should achieve breakthroughs in key links, conduct elaborate organization, advance related work progressively, ensure the smoothness of planning and design, tendering & bidding, construction, land acquisition and housing demolition, land support, fund raising and department coordination, and ensure that the project is implemented in an accelerated manner. We should address key problems, raise funds by all means, and step up financing by market-based means, so as to build a high-standard university town.
As the project is prolonged, covers a wide range of fields and involves various departments, the project headquarters should strengthen overall planning and coordination, she stressed. Relevant entities should establish work leading groups and work in coordination to advance the construction of the university town in an all-round manner. We should strengthen tracking, work on schedule, conduct regular and irregular supervision, and report work progress.

At the conference, Deng read the Notice of the General Office of the CPC Jingzhou Municipal Committee and the General Office of the Jingzhou Municipal People's Government on Establishing the Planning and Construction Headquarters of Jingzhou University Town, a head of the headquarters reported the progress of university town planning and construction, a head of the Jingzhou Municipal Bureau of Natural Resources and Planning reported the conceptual plan of the university town and the urban design of its core area, and heads of relevant departments directly under the municipal government and committee, universities and colleges made remarks.
